BY TELEGRAPH.
Special Dispatch to the Anderson Intelligencer.
COLUMBIA, S. C., October 9,187?.
A Cincinnati dispatch this afternoon
says reliable returns from all precincts in
Hamilton County, except six, give Dem
ocratic candidates average 22,600 votes
Republican average 23,000 votes. In tho
First Congressional District Hon. Milton
Saylor, Democrat, has been defeated by
two or three hundred majority. In tho
Second District Goss, Democrat, bas been
elected by nearly a thousand majority.
Greenback, National and Socialist tick
ets poll a very light vote in every in?
stance.
The Enquirer charges tbs result in the
city to fraud, corruption, and terrorizing
by Deputy United States Marshals, and a
defection of a portion of the Irish votes.
It concedes the State to the Radicals by
five or ten thousand, and claims ? "even
out of twenty Congressmen, not counting
Goss.
Tho tinette claims tho defeat of Goss
and says there is sn error in tho counting
of tho vote in his District.
T. A T c TX_r r h .*? Doinocrsts lost Hamilton
by one or two thousand majority. Chil
locothe, Springfield and Dayton report
small Republican gains
In Indiana, the majority of the Con
gressional 'Districts are in doab*. The
Democrats claim two; the Republicans
have two certain-Orth and Hanna.
lu West Virginia ull of the Democratic
Congressmen are elected, and tbe Legis
lature is largely Democratic. Each par
ty brought out a full vote.
Iowa returns are scattering and unsat
isfactory. There have been some Demo
cratic gains reported.
Error in count defeats Goss in Cin
cinnati. J. A. H.
General N. P. Banks has been defeated
for the Radical nomination in tho Third
Massachusetts Congressional District,
and yet there ?re *mpe few Rad? I news
papers which have not found out that
the bloody shirt is no longer a paying in
vestment for political purposes.
Tho Radicals have carried Colorado,
which every politician expected them to
do. Judgo R. B. Carpenter, formerly of
this State, canvassed tho Stato, and no
doubt thinks ho contributed largely to
the result, and probably feels even with
tho Democracy. Tho task was not a dif
ficult one. and if ho is satisfied tho Dem
ocrats of this State have no reason to
complain.
Tho announcement of the death of
Judgo A. J. Shaw, which occurred nt
his residence in Sumter on Wednesday
the 2nd inst., after an illness of two
months, occasions regret throughout the
State, for by hU official course during
the past four years ho had achieved a
reputation for purity of character and
ability of Intellect, which gave him an
exalted position in our judiciary. He
was elected daring the Grat year of ex
Gov. Chamberlain's administration,
through a split in the Radical party
one faction running Moses and another
Northrop, whilo the Democrr'js secured
the election of Judge Shaw. It was in
bis Circuit that the notorious Moses was
elected by the Radical party, and it was
by his patriotic conree that Motes was
prevented from disgracing the sacred
ermine of oar judiciary. Then, when
the Hampton government was fully es
tablished, it waa In his Circuit that the
modo of election uudor the Constitution
was settled to bo by ballot, thereby re
?u-??r.g Liai ia euuiuit>rt T\th the other
Judges from office. He WM, however,
unanimously re-elected by our last Leg- |
islatore. Every act of his pabilo and
official Hie has been worthy of admira
tion sod respect, while his private life
Was adorned by those virtues which ali
should emulate. A good man has fallen,
and the lota which our judiciary has sus
tained wi!! not easily be supplied.
Gov. Alexander H. Rice, of Mens
ch oeetts, declines to receive Gov. Earnp
ton's protest against the Kimpton oat
rags, or to permit it to be placed upon
the fifes of the Executlvo Department of
Massachusetts. This is not at all to be
wondered at, for if Gov. Rice has a
spark of feeling or the slightest regard
for his reputa' -on in tho future, he would
certainly be unwilling to bara the digni
fied and scathing rebuke administered by
Gov. Hampton placed on record to con
demn bira forever. Ho very probably
iwiua that fhA .recollection of his di?re
pu table cou rao in this whole matter will
pass from m'esnory, nod therefore he
wants as few records concerning it as
?r-in'.hl/t. The principa} objection which
ho feels towards Oovf Hampton's letter,
however, is no doubt displayed in the
last part of Gov.' Rico's rejoinder, where
Wm ?ant ' ?fa uAivttieh/ GWliffttiQ/t- is vffoy~
tive attd unjustifiable. The circumstance
which made Gov. Hampton's letter un
timely, was ita arrival at Boston about
tho timo the Republican Convention bad
overthrown both Gov. Rico and bis At
torney General, Mr. Train, and nomina
te.', other persons to ta.te their places and
relieve them of auy further discharge of
their "convictions of public duty." Of
course both Gov. Rico and Mr. Train
were feeling badly enough ovsr the re
sult of their misconduct, and it seemed
i xceedingly untimely to them that Gov.
Hampton should increase their discomfi
ture by such a stinging letter. They do
not think that a person ought to kick a
dog when ho is down, and an they were
down at that time, they thiuk it was
untimely for Gov. Hampton to kick them
by publishing so caustic a letter, showing
to tho country the outrage for which they
wero then smarting.
