Chuffing Political Complexion of the
United States Senat?.
Accidental events aa well as the pro
gress of public sentiment favor tho D?m
ocratie party. Tho death of Senator
Morton diminishes the slender and wan
ing Republican majority in the Senate,
and his Democratic successor will bo an
addition to tho strength of tho otherside.
Senator Patterson, of South Carolina,
who is under indictment for felony, is
likely to lose his sent by expulsion, and
his successor will be a Democrat. Sen
ator Davis, of Illinois, who attended tho
Senatorial caucus of neither party, will
probably act with tho Democrats in* ques
tions where they have right and justice
clearly on their side. If tho Democratic
claimants from Louisiana and 8outh Car
olina are admitted to seats, tho long re
publican ascendancy in tho Senate is
Eime, and tho Dotnocratic party will
ave a majority in both branches of Con
?rosa. It is certain enough that tho
lemocrats will control the Senate during
the last two years of Prc-ident Hayes'
term, and there seems almost an oven
chance that they may gain this advantage
in the Forty-fifth Congress. This possi
bio chango in tho party composition of
the .Senate is of so much interest that it
may hp worth while to look into it. Tho

tho day of Mr. Morton's death, with the
singlo omission of Senator Davis, of Illi

By the death of Senator Morton and
thc certainty that the Governor of In
diana will appoint a Democratic suc
cessor, this slender Republican majority
of six is reduced to four, and to three aa
often as Judgo Davis votes on the Demo
cratic side. If Patterson, of South Car
olina, should ho expelled, the Republi
cans will have only a majority of two on
critical occasions and of only one after
Patterson's Democrulio successor is seat
ed. With Sharon, of Nevada, absent, as
he feels at liberty to bc a great part of
thc time, the Republican majority would
be annihilated as soou ns Patten.on ls re
placed by a Democrat, nnd tho Senate
would be brought to a tio un political

Republican control, ainco the Vice Pres
ident, who is a Republican, has a casting
voto whenever tho Senate is equally di
vided. But it must bo remembered that
there are three vacant seats, and that the
filling of these may reduco tho Republi
cans to an absolute minority, when the
casting vote of the Vico President cannot
help them. Louisiana is not represented
in tho Senato at all, and South Carolina
has but ono Senator. These three sent?
belong, of right, to the Democrat*, and if
thc Democratic claimants are admitted
thc Republican majority in the Senate is
hopelessly gono for tho whole of Hayes'
term. j

tain their ascendancy during tho Potty- ,
fifth Congresa by admitting Kellogg iVora
Louisiana and keeping tho other uu?lhd
seats vacant. But thia would bo a hat*
ordous experiment. Judgo Davis would
certainly vote against them in any at
tempt to perpetrate a manifest injustice,
and perhaps also two or three Republi
can Senators who strongly approve of
President Hayes' Southern policy. If
tho Presidont was right in recognizing
the Democratic State governments in
Louisiana and South Carolina, the Dem
ocratic Sonntors from those States ought
to bo admitted. It is only necessary that
two Republican Runatnr?-say Mr. Ohris
tiancy 'and Stanley Matthews-r-shuuld !
veto with Judgo Davis and tho Demo
crats in filling tho contested seats to es-1
tablish a clear Domocratic ascendancy in
the Senate. Tho foregono certainty that
tho Democrats are to control tho Senate
during the last half of Mr. Hayes'term
tends to discourage unscrupulous party
zeal, and it is quito possible that the fill
ing of tho vacant Beats may reduce the
Republicans to a minority in tho present
Senato. When thoir very Blonder ma
i'ority can bo maintained only by a reek
ess partisanship which overrides justice,
and may be lost In any evont by tho re
fusal of barely two Republican Senators
to go all lengths, the party is nractictlly
bankrupt in the Senate of tito United
States. If a merchant were reduced to
such an extremity bis credit would be
ruined.
This narrow and vanishing Republican
majority in tho Senate is a great political
fact which President Hayes cannot pru
dently ignore. Tho usefulness of his ad
ministration depends upon a reasonable
support by Congress. Ho ls In a very
different position from that in which
General Grant stood during the first six
years of his administration, when he had
strong Republican majorities in both
houses. Beyond the mere routine of ex
ecutive duties President Hayti can . do
little for tho advantage, of the country
without the permission of his political
opponents. During tho last half of bis
term certainly...'and for the first half pos

firmed, and"DO public measures which no
may recommend ta Congress can possi
bly pass without Democratic approval.
If, therefore, he desires to promote the
public weal he must abandon every
thought of being a party President. He
must attempt nothing which is not clear
ly for the public advantage, and by
adopting this simple rule ha may win
approval for a useful and perhaps even a
brilliant administration. As ho is
pledged against seeking or accepting a
second term ho has no strodg personal

toted by high patriotism; and if ho recog
nises the opportunities nut in bis way by
this uniquo situation ' ho may leave our
public affairs in n far better condition
than that in which ko found them.
It is too evident that President Hayes'
political party cannot help him. If he
s'peots much of it- ho will laanupon a
broken reed. For the last half of his
term it will have no power in either
branch of Congress, and 07on for the first
half it is powerless ia tho House and
fatally crippled in ?V, Sonaje. Thu
st&to of thing* opens a gr?nd opportunity
to the President if ho is sagacious
enough, has moral elevation enough,-iud
political courage enough to improve it

do what none of his recent predecessors
have had .any possibility of accomplish
ing. He can emancipate himself from
all party tics, can rise superior to all nar

if he possessed the vigor of tho late Sen
ator Morton combined with the political

superable barrier to his success asa purty
chief in tho great and growing Demo
cratic strength in Congress. There is
but one successful course open to Presi
dent Hayes, and that lies in the direction
of reforming the abuses which have
grown up during three generations of
party control of tue government. A sub
limo and beneficent mission if the Presi
dent could be brought to sec it ! As a
party President Mr. Hayes' hand? t?re
completely tied ; butas a President of
the people, seeking only their advantage
and appealing ci:iy to their candor, hon
esty and intelligence for support, he has
an opportunity to distinguish luit admin
istration from thone of our long line of
party Presidents, who have been con
strained by personal ambition or party
necessities to do things which thc judg
ment of impartial men could not sane*
tion. President Hayes is morally ami
politically free, ami sinco hts own party
is powerless to help him, and thc Demo
cratic opposition shows no disposition to
thwart lum, ho may leave a great mark
on our public life if he rises to the full
