[ if- " / r-s??mKS& INTELLIGENCER-SUPPLEMENT Plan for Holding tho Primary Election In Anderson County, adopted by the Central Executive Committee of the Democratic Party. At a meeting of the Central Bxccntive Committee of the Democratic party of An derson County, held cn Monday, 11th day of 8"p*'-mber, the following resolutions were adopted to govern the conduct of tiro pri mary election cn the 19th of October. The -Dsmocratio Clubs will hold the said election in accordance with these resolutions, with out further instructions. JAMES A. HOYT, County Chairman. Resolved, That a primary election be held by the various Democratic Clubs in Ander son County on Thursday, 19th day of Octo ber, 1870, for the purpose cf nominating candidates for the following offices, to wit : Pour members of the House of Representa tives, Clerk of the Ocart, Probate Judge, Sherie; School Commlrjlonei', Coroner, and three County Commissioners. Retohtd, That no cardidate shall bo voted for in said primary o' jction, and if voted for, such votes shall ?-.ot be counted, unless such candidate shall, at the time of tho election, be a member of some Democratic Club in Anderson County, and pledge himself to abide the result of the primary election and support the nominees of the party. Revolved, That only members of the Dem ocratic Clubs shall be entitled to vote in the primary election ; and the Secretary ul'each Club shall i ve the roll of his Club at tho place, of holding the election, and all legal voters, who are not members prior thereto, upon Joining thoClubs on thoday of election shall be entitled to vote by signing ?hp Con stitution of the Club. Reaokod, That the candidate or candidates receiving tho highest number of votos for say of th? offices aforesaid shall be deemed and declared the Democratic nominee or nominees, as the case may be, for such offices. Bteoknd, That, for the purpose of holding such election, the various Democratic Clubs shall meet at ot near their regular place of meeting on the day aforesaid, and proceed to receive votes for candidates as proposed te th? various offices designated. Resolved, That the President of each Club .hall previously appoint tarso members, who shall act aa managers of the primary election, and who shall keep a poll list of all persons voting. These managers shalt be fore serving qualify hnfore the Presidents of the Clubs to conduct th election fairly and impartially. Resolved, That ono of tho manager? of election at each Club shall be designated by the other managers to bring the poll list and certificate of renult to deposit with the County Chairman on or before ll o'clock A. M. on Friday, 20th of October, at which hour tho Central Executive Committee shall meet at Anderson C. H.. and proceed to ag gregate the votes cast at all the polling pisces for the various candidates. Resolved, That, in case any Democratic Club be hereafter organized, and Bhall adopt the Constitution recommended by tho State " Executive Committee, such Club shall bo *? rvcrmitted to appoint managers and hold an election ander the foregoing resolutions, Bonding np tho reenlt ns hereinbefore pre scribed. Resolved. That in case any two candidates for the same office shall receive the same and highest number of votes at the primary elec tion, then another election shall be hold on Saturday, 28tn of October, to determine which of tho two candidates shall receivo the nomination for such office, under the regulations hereinbefore prescribed: Provi ded, That, in case cither of tho candidates who may tie as aforesaid shall withdraw in favor of his opponent, no second election shall bo held. Bm>!?*d, That any person, a member of a Democratic Club, who, from Bicknesn, or otherwise, ennnot attend the polls, shall have the right to vote by proxy-the vote deposited to be under seal. It ls especially intended and desired that the Democratic Clubs shall secura a large at tendance of colored voters at thea* meetings, and at the same time procure full represen tation of the membership. It will doubtlc* prove a brilliant affair, a* extensive preparations are making to render the occasion worthy of the cause in which the ladies are enlisted. This entertainment occurs during the Greenville County Fair, and many of our peoplo will likely visit the mountain city daring next week, and the ladies are desirous of seeing their Anderson neighbors present et tho entertainment.
