Gaines and McCarly, merchants of Town ville, were arrested on last Tuesday by the United States revenue detectives, for having in their possession boxes of tobacco upon which .the stamps were improperly stamped. Thcso proceedings are a great nuisance to honest men, and do not aa a gjnerel thing inconvenience- rascals, for theso sneaking de tectives ore.too cowardly to interfere with any other than honest men ; or perhaps the difficulty comes from the fact that they are rascals themselves, and do net care to report other rascals, because a fellow-felling makes them wondrous hind. Senator Cochran has introduced a bill in the Renato to reduce the per diem of jurors from $1.80 tp ty.00 and mileage. We have never thought ?ho pay for jurors too high. If a farmer is taken from hts crops for one or two weeks he wUl lose more than ho con make by rcrving upon a jury. Moreover, when gentlemen come from the extremes of the County they cannot board themselves and their horses upon the present allowance. It would work a hardship upon thia class to reduce the pay, There are other needed Pi forms which take precedence over this, and We are glad to see that Senator Cochran is looking after some of them. Your Petitioners further show, that Rail roads are mora than Common Carriers ; they are Corporations to whom is delegated by the State a portion of her own Sovereignty -the light of Eminent Domain-and ?arms or woodlands, dwelling-houses, even the ancestral homes of her citizens, the Stat? gives these creatures of hers the r*gl>. tc appropriate to their uso, at their own sole pleasure. Your petitioners further show, as they have been advised, that Railroads, being Common Carriers, and having had conferrer upon them these high rights, so delegate? for publio purposes oud for tho benefit o: her citisens, tho Sovereign State reserves U ber Legislature, in exchange therefor, trU right to regulate these corporations, to kee] them otrictly within their proper limits. When Lord Chief Justice Holt said thai "a Common Carrier exercises n public em ployment," it was before steam had beet applied to promote locomotion ; but now where the Common Carrier has also accor ded to him, for all bis needed purposes, tin right of Eminent Domain, it 1B a principl which cannot bo questioned. Your Petitioners further show, that in i lat? well considered case, it was said by tb Supreme Court of one of our largest States "Ws are of opinion that the Legislature ha the clearest right to pass an act for the pm pose ot preventing an unjust discriminatioi in railway freights, whether as between io dividual:; or communities, and to enforce it observance by appropriate penalties;" en it was recognized as a "perfectly well-settle rule of the common law, in regard to Core mon Carriers, thai they shall not excrete any unjust and injurious discrimination bc tween individuals, In their rates of toll," c between communities any more than bi tween individuals. He, with his brother, aged flvo years, were playing near the wei), and on run ning upon the platform he stepped on a plank, one end of which, was not. resting properly upon the sleeper, when it gave way, and let the little fellow in. Not one drinks whiskey. Thia, with other probable considerations, has induced the citizens to discuss in private circles the practicability of erecting a High School in our midst.
