THE INTELLIGENCER. 1LOCAL. MATTERS. BAD AFT AIE AT LOWHDESVILLE. From o gcntleuian just returned from Ixjwmlcsville, Abbeville County, we learn that on Monday evening last a negro was arrested and put in tlie guard-bouse at that place, S?d about ?0 o'clock ut ll ?gui WUS forcibly released by nn armed crowd of about thirty negroes. 8oon afterwards, Mr. Clayton Allen and Mr. The Baker were quietly passing the street, when they were fired upon by "said negroes, and Mr. Allen was instantly killed, aud Mr. Baker woun ded. The citizens collected immediately ?nd pursued the negroes who bad fled, and up to 9 o'clock on Wednesday had arrested thirty of thc rioters, several of whom made confession to'participation in the shooting. Great excitement prevails in the communi ty, and it ia with difficulty that the people aro restrained from wreaking vengeance on the mob of negroes. DEATH OF MAJ. F. C. ?. BGB8TKL. It i? with :-ad feelings that we record tlie death of Maj. Frederick Charles von Borstel, who died at his residence in this town on Wednesday morning, the Gth instant, after | nu illness of several weeks. Maj. Borstel was born on the sixth day oil February, A. D. 1810, in Pommern, Prussia, in Europe. While quite young, he went to London, where he spent several years. From thence lie sidled for New York, and after spending several years there and in New Jeisey and Georgia, in thc spring of j iiyi'? lie came to Anderson and settled per manently. In 1850 be married Miss Cassan dra Hewitt, of Charleston, whom he sur vived only about eight months. Maj, Borstel was an honest, upright and useful citizen, and possessed in an eminent degree, the confidence and respect of all who knew bim. His character v is decided, and in every enterprise upon w hieb bo entered, he displayed nn energy which is seldom sur passed. He was a consistent, energetic and working member of the Baptist Church for more than twenty years, and In all thc re lations of life he exemplified thc religion of I bis Saviour. Ile was for several years thc f Superintendent of ?he Baptist Sabbath School. In this work his whole heart was enlisted, and in it he never tired. As a member and Deacon of the Church, liberal in his contributions, and devoted to its best interest, be set nn example worthy of the Imitation of all. The Church, the Sabbath School and the community will miss him, and thc bereaved ones have the sympathy of thc community in their affliction. BBTEF MENTION. Both Editors of tlie lKTSM.icnNczn are absent in Columbia. Two droves of Tennessee bogs have been disposed of in Anderson nt six and one-half | cents gross. Mr. J. A. Daniels calls attention to thc fact that he bas on band a fine lot of Jew elry, suitable for Christmas presents. Give him a trial. Many persons in Anderson village and vicinity lost valuable hot-house plants on last Friday night from the biting cold weather, notwithstanding they lind been carefully housed. We are requested to remind thc members of the Young Men's Christian Association that next Tuesday evening is thc regula dme for holding the montbly business meetings of the Association. A full atten dance is desired. We pi ?sent our acknowledgments to Mr. and Mn?. Suntuel Crayion for specimens of | South Florida fruits, consisting of oranges, lemons and pink fruit. These specimens are superior to anything of thc kind we j have seen from -the West Indies. We ap preciate such sivecimens, but more especial ly the remembrances of such friends. Capt, T. P. Benson took charge of the Waverly House in this place lust week. Kind and obliging in disposition Capt. Ben son cannot fail to make his house popular with the public. Born and reared in a ho tel, (the Inte popular Benson House, under charge of his father,) what he don't know about keeping hotel is not worth finding out. He proposes to keep a fir.it class house in every respect. Through the politeness of Mr. N. A. McCully, assistant Cotton Weigher, we leam that during the month of November nineteen hundred and sixty-two bales of cotton were shipped from Anderson. Total from September 1 to December 1, five thou sand bales. Our mei . bants continue to pay inc very highest prices that thc Charles ton and New York markets will allow, nnd Anderson ranks as one of the liest cotton markets in the up-country. General Rngcr's Excnse. COLUMBIA, S. C., Dec. 1. 187G. Ornerai W. T. Sherman, or (he Secreta ry of War, Wanhinyt&n, D. C. : I have carefully, nbstnincd from inter ference with thc organization of thc House from the first. On the applica tion of the Governor, and my own belief | for the necessity therefor, for the pr?ser vation of ponce, I placed troops in the State House, but not in the rooms of As sembly or either of the houses. On the day of tho meeting, it came nbont that, nt the timo, the soldiers were placed on cither side of tho door of entrance to the hall of Representatives under the follow ing circumstances: A person nt the door of thc House, nnd who claimed authority to cxnmine the certificates of those claiming to bc mem bers prior to their admission to the hall, but who, I think, lind no legal authority for KO doing, applied to the officer in command of the troops, plncod in tho. corridor for the preservation of peace, for assistance, On the ground that ho was being pressed upon and could not per form his duty. The soldiers .vere placed ns stated. AH soon as I was fully informed of the circumstances, I ordered tho soldiers wtiiiarawn, ns i had previously informed governor Chamberlain that I should con fine my action to the preservation of the Peace, and should do nothing with refer ence to keeping the doors of the rooms or moeting of the houses, or tho rooms themselves, unless it became necessary because of n breach of the peace, which ?ie civil officers of tuc House should bo unable to restore. No act was done by tho Holdiers ex cept that of their presence aa stated, but ^mlat they were BO present, persons cunning the right of entrance under tho certificate of the Clerk of thc Supreme ^urt wero refused admission. Tnos. H. Mr. Blaine, of Maine, Messrs. Chidlee and Teller, the Senators from Colorado and Mr. Price, the new Senator from *"eat Virginia, rice Caperton, deceased, were sworo in. The new Senators from Colorado drew for their respective terms, when Mr. Chance secured the long tenn, ending March 4, 187'J^aud Mr. Teller the short term, eud jng March 4, 1877. committees were appointed to notify tho President and the House of Representatives that the Senate was ready for business, and at 12.20 a recess for three-quartcre of nn hour waa taken. The Republican caucus of the House nominated Garfield foi Speaker. Thc caucus of the Senate discussed the situation, but deferred action until the electoral votes of South Carolina, Flori da and Louisnna were decided. The House was called to order by Chief Clerk Adams. A motion was made to elect a Speaker. Bsnks appeal ed from the decision of the Clerk that thc Speaker should be elected before the new members were sworn in. In the Senate, after thc usual formali ties, Edmunds offered a resolution, which was laid on the table and ordered printed, setting fi;?lh that whereas the constitu tion provides for the method of electing Representatives to Congress, and recites who are entitled to vote for such Repre sentatives; and whereas, it is alleged that in the States of South Carolina, Georgia, Alabama, Louisiana aud Mis sissippi the rights of muny Mich persons were denied and abridged during the late election ; therefore, Iirsolvcd, That the Committee on Priv ileges and Elections be authorized to in quire whether such right? were d -nicd and abridged, and if so to what extent, and who have been affected by such de nial and abridgement, and by what au thority such abridgement has been cur ried on ; also, that said committee inquire into the fact whether any Presidential electors in thc late election were disquali fied, and whether any of them have been interfered with in their rights and quali fications, and whether there is any con stitutional remedy therefor; that said committee employ clerks and stenogra phers, and bo empowered to take testi mony and administer oaths. In thc House, 248 members answered to thc roll. Thc election of Speaker pre ceded all other business. Bundall ad dressed the House thanking thc members for thc honor conferred and calling at tention to the fact that he was elected to thc .post on account of the death of Speaker Kerr, lo whom he paid a high eulogy for thc purity of his public and private life. No one could appreciate more thun he (Randall) did tue great honor of being culled upon to preside over thc deliberations of tbe representa tives of the American people, and in the discharge of bia duties he should en deavor to be absolutely fair and impar tial, and while upholding all the rules of j thc House, he should protect each aud every member in his individual rights. Thc House stands now in the presence of | events which in the last degree demand thc most careful consideration of every officer of thc government, and he ex pressed the hope that the representatives of the people would act only with a keen sense of right, and so as to carry out tho just expectation of the people and to en force the right. The credentials of C. W. Buttz, from South Carolina, were presented. Mr. Morrison objected. They were laid over. The committeee to go to South Caro lina, Florida and Louisiana were ordered -six to Florida, nine to South Carolina and fifteen to Louisiana. The credentials of Buttz, from South Carolina, were referred to the Committee on Elections, under a protest filed by coi.nsel for contestant. The South Carolina committee consists of Baylor, of Ohio ; Abbott, of Massachu setts ; Stenger, of Pennsylvania; Eden, of Illinois; Jones, of Kentucky ; Phillips, of Missouri ; Banks, of Massachusetts ; Lawrence, of Ohio ; Lapham, of New York.
