There aro', three'managers of each election precinct, eV.i(! managers appoint ed by the Commissioners of election? 2. Tho idanagera are to take and sub Hcribe before any o?Bcer authorised to ad-; minister oaths., the onth of ofBbe pre scribed by thc-Constitution, to wit: "I do solemnly.swear (or affirm as the can-muy be) that I am duly qualified according to tho Constitution of the Uni ted States, abd this State, to exercise the duties of the office to which I have been unpointed, and that I will faithfully dii chaigo to the best cf my abilities the du ties thereof i that I recognize the supre macy of the constitution and laws of the United States over tho constitution and laws of iny State;'and I will-support, EroU-et ?Su defend thc costitution of the knited States, and the constitution of South Carolina, as ratified by the people on the sixteenth day of April, !868-So Help Mo God." Said oath of cSco -?hen BO taken and subscribed is to be immediately filed in the office of tho clerk of the county. 3. The managers of each precinct are ai thnrlzed to appoint a clerk to assist them in their ?intie?, ?sid clerk taking thc aforesaid oath before the chairman ?j.. "<. JJ.j..."""j^. 4. The maunders of each precinct at their first meeting must organise as a board by appointing one of their mem bers chairman of tho board ; and such chairman in ertv.h instance is empowered to administer the necessary oaths. 5. The polls must be 'opened ut the precincts on day of election (7th No vern ier) from six o'clock in the morning, and close at six o'clock in thc afternoon-and to be" kept open during these hours with out intermission or adjournment. The managers must administer to each per son offering to vote an oath that be is qualified to vote at the election, accord ing io the constitution of this State, and that hti bas not voted during this elec tion. (The qualifications of a voter aro that he is a male citizen of the United Btntes, of or over twenty-ono' years of age, o resident of this State one year, and of the courcy sixty days; but no person kept in on alms-house or publie prison, or of unsound mind can vote.) G. The law prohibits thornie of liquors from six o'clock, P. M., on day he foro election until six o'clock, A. M., tho day after election, 7. Voting io by ballot written or prin ted or partly written and partly printed, and the ballot must be folded so OH to conceal tho contents. 8. There is one general ticVet for Rep resentatives in Congress and Stnto, cir cuit and county officers. There is ono ticket for Presidentini Electors ; and thero is a third ticket in voting on tho proposed constitutional amendment in reference to tho taxation for. public schools. 9. In voting on the constitutional amendment, tho ballot must be written or printed, "Constitutional Amendment Yes," or "Constitutional Amendment No'1 10. No person but the voter must place his votes in tho boxes. 11. Each box must bo publicly opened and inspected to see that it is empty and secure, and then locked just before the oponing of the polls, and the keys re turned to tho managers; and must not bo opened during the election. 12. Each clerk, of managers shall keep a poll-list, which shall contain ono col umn headed "Names and Voters," and the name of each voter must be entered by the clerk, in such column. 18.
