National Commercial Convention.?i National Commercial Convention will be held in Baltimore, September 25th, in comformity with a call issued by the President of the late Southern Commercial Convention which met at Cinciunati in October, 1S70. Each incorpo? rated city is entitled to a delegate in any case, and to one additional for every 10,000 inhabi? tants over the first 10,000. Each territory is expected to send a delegate; each State one for each Congressional District?these arc to be appointed oy the respective Governors. Every incorporated steamboat, railroad, manufactur? ing and mining company, with each a "cash capital of Si00,000, and every chamber of com? merce and board of trade may also furnish one delegate each. Persons of eminence in the arts and sciences and in agriculture will be offered prominent places in the Convention. Among the important subjects to be discussed are the "following: Railway connection of Vir? ginia- cities with the Great West; central line of water coinmuiucation from north to south; development of the gold and silver mines in the Pacific States and Territories; enlargement pf canals in.the United States; continuous in? land Water line communication west from the Mississippi river to the Atlantic Ocean; Amer? ican! navigation interests ; immunity of private ^property at sea in war time; direct trade be? tween Southern Atlantic cities and Europe; river navigation; fiuance and taxation; charges on passenger and freight traffic by rail and wa? ter Tines; improvement of sea-coast harbors; foreign immigration. Two thousand invita? tions have been issued to those entitled, to rep? resentation. Narrow Gauge RoAos.-^The British Gov? ernment appointed in 1869 a commission to consider what gauge should be adopted for "the Indus Valley and other projected railways." After more than a year.of careful investiga? tion, their commission has reported, and within the last month the Indian authorities have de? cided upon the width of three feet three inches for all State lines. This action extends the narrow gauge system to lines nearly 10,000 miles in aggregate length, intended to give all needed facilities to vast areas of territory and immense populations. It is the most impor? tant endorsement the narrow gauge system has yet received, and will greatly influence decis? ions as to the width of the gauge the world over. THE MARKETS. New York, August 13.?Tho cotton move? ment shows a slight falling off in receipts anil exports. Receipts at all ports 9454 boles, against 10,472 bales last week; 10,900 the previous week and 10,661 three weeks since. Total re? ceipts since September 3,988,224, against 2,889, 079 for the corresponding period in the previous year, showing an increase of 1,099,145 in favor of the present season. Exports from all ports for the week 472 bales, against 9,109 lor the same week last year. Total exports for expired por? tion cotton year 3,114,106, against 2,160,733 for the same time Last year. Stock at all ports 137,095, against 94,702 same dato last year. Stocks at interior towns 14,734, against 20?120 last year. Stock in Liverpool 643,000, against 008,000 last year. American cotton afloat for Great- Britain 52,000, against 35,000 last year. Indian cotton afloat for Europe 663,406, against 112,255 last vear. The weather South has been very much the same as it was last week; in some sections the extreme heat was relieved by showers, and in other places there are complaints of too much thy weather.
