?? Negro Riot.?A dispatch from Wilmington, N. C, dated last Saturday, says: A bloody riot occurred at Goldsboro to-day. About 5,000 negroes arrived there from Newbern aud the lower counties, on an excursion train, chartered by the Republican Executive State Committee, to attend a mass meeting, at which Congress? man Thomas, ex-Seuator Abbott, Marcus Er? win and R. C. Badger were to be the speakers. There were very few white people in town, and many of the negroes came intoxicated. Tho police arrested one turbulent negro, and while on the way to the guard house with this pris? oner, the negroes rallied and rescued him. The colored. police fired at the prisoner, who was recaptured and taken by the police to the Ex chauge Hotel. About 1.000 of the negro mob, with clubs and pistols, rallied to the hotel, at? tempting another rescue. The riot commenced by the negroes throwing brick-bats at the po? lice and using clubs, when a cross-firing began between the police and the mob. The white citizens forbore, but are now armed for the emergency. There is great excitement. About thirty or more shots were fired ^ three Or more whites were hurt; one negro was ,killed; and one colored policeman killed and two wounded. A committee of citizens, appointed by Mayor Robinson, waited upon the Republican leaders and Mr. Stanley, President of the Atlantic and North ^Carolina Railroad, and requested that the trains and negroeiB be carried away. To this Stanley replied, that he would not carry them away until he was ready. When told that he and Thomas would be held responsible for the disturbance, he replied, "hold us re? sponsible and be d?-d." Internal Revenue Tax on Cotton.? i The internal revenue tax on cotton, it is stated, ?was formerly levied upon the gross weight, al? though in many of the iSoutnern districts a liberal discount was often made for tare. This practice, however, was resisted by the cotton merchants, who claimed that the act of Con? gress imposed a tax upon cotton, and not upon the burlap covers, cotton bagging, iron ties and ropes used to protect the bales. Suit was therefore brought against the Government col? lector to recover the excess of the tax, and a decision, it is stated, ha3 been made by the courts that the tax can only be collected on the net weight of the cotton. The Commissioner of Internal Revenue has therefore recently written a letter, stating that the act of June 30, 1864, as amended by the act of March 3, 1865, does not include rope and bagging in the weight of the unmanufac? tured cotton, and that where taxes have been assessed and paid on the gross weight of cotton without any allowance for tare, an amount equal to four per cent, of each bale will be al? lowed and paid to claimants ou full proof that no such allowance was made for tare at the time of the assessment and payment of the tax. All claims for refunding must be present? ed before August 4,1871, or within two years after the date of the payment of the tax com? plained of. THE MARKETS. Anderson, August 2, 1S71. Receipts at all the ports 10,900 bales, against 10,601 last week, 15,386 the previous week, and 18,408 three weeks since. -Total receipts since September 3,967,247 bales, against 2,849,093 for the corres? ponding period last year, showing an increase of 1,1 LS, 151 bales in iavor of the present season. Exports from all tho ports for tho week 5,314 bales, against 9,616 samo week last year. ToUd exports for the expired portion of tho cotton year 3,083,762 bales, against 2,109,512 for the same time last year. Stock at all the ports 156,002 bales, against 115,165 same time last year. Stock at interior towns 15,870 bales, against 24,2ii3 last year. Stock in Liverpool 6119,000 bales, against 589,000 last year. Ameri? can cotton atloat lor Cheat Britain 5!?,01K) bales, against 59,000 last year. Indian cotton atloat for Europe 607,539 bales, against 4!K>,602 hist year.
