The Governor's annual message to the Legisla?
ture congratulates them on the improved condition
of public affairs and the good feeling among the
people of both races. It takes a cheerful view of
the political situation and general prosperity of
the State; deprecates the depreciated value of
bonds. After a resume of the material wealth of
the State, says there is no need, therefore, so far
as ability is concerned, that her bonds should sell
for less than their par value; states that credit
does not depend alone upon the solvency of the
party whose securities are upon the market, but
upon sufficient arrangements to pay principal and
interest as they accrue; both must be provided for
amply in amount and surely in method; wise use
of State credit, sustained by judicious legislation,
and administered by faithful officers, is all that is
necessary in the premises. He attributes the de?
preciated condition of the bonds to defective leg?
islation and maladministrations of the Auditor of
Public Accounts. On levees, he advises the co?
operation of the States of Arkansas, Mississippi,
Louisiana, and the General Government for the
assessment of a special tax for levee purposes; fa?
vors encouragement of the great feasible works of
internal improvement, public education and immi?
gration ; believes the New Orleans, Mobile and
Chattanooga Railroad, also the Ship Island Canal,
will be completed at an early day; recommends the
immediate repeal of licensed gambling; did not
veto the act because it was introduced in the body
of the revenue bill, which did not reach him until
the Legislature had adjourned, and could not be
segregated nor vetoed without defeating the whole
bill, and embarrassing the administration of the
laws.
A bill has been introduced, repealing the gam?
bling law, and passed to a third reading, and will,
doubtless, pass. A joint resolution has been in?
troduced, appointing a committee to ascertain
what legislation is necessary for the relief of hol?
ders of property included in the claims of Mrs.
Myra Clarke Gaines. A joint resolution passed to
a second reading, requesting the Federal Congress
to recognize the belligerentTights of Cuba.
Governor Warmouth sends a special message to
the Legislature, beginning: "It becomes my duty
to communicate to your honorable body grave
charges against George V7. Wickliff, Auditor of
Public Accounts. His offences against the consti?
tution and laws of the State have seriously embar?
rassed the government and rendered it difficult to
pay the interest on the State bonds. He has been
?guilt}- of numerous acts, involving extortion
?against individuals and against charitable institu?
tions of the State, also involving fraud against the
?commonwealth; and, by collusion with evil-dis?
posed persons to defraud the same, he has extor?
ted sums of money from the creditors of the State,
as a condition precedent to issuance to them of
?the certificates of indebtedness, or warrants, to
which they were entitled by law." The Governor
goes on to cite a number of coses, in which be
charges the Auditor with malfeasance, etc. The
message was referred.
