The apathy and indifference of the ? .people generally to entering into political strife has been a source of deep regret to enlightened ?statesmen, who descry the worst results following -in .the woke of total neglect of duty and powerless inaction. . With political power passing into the " bands of ignorant and mischievous aspirants for ??" ofiicc, and intelligence and virtue standing i.loof in sullen despair, future legislation is destined to be- directed against the best wishes of the whole - people, and in favor of a particular class bf office 1" seekers and adventurers. Such will inevitably be .' <h;e"''resnlt, when good men voluntarily fetter themselves and allow the control of public affairs to-pass into the-hands of ambitious demagogues. To_ avert this calamity, fellow-citizens, needs the . "strength and support, of all right-minded men, and for-tbht purpose they are earnestly importuned to . throw.off despondency and lethargy, and unite in . the elevation of men who have not sought the po? sition,-and whose lives are a guarantee of thctr fidelity and faithfulness in the discharge of duty. ' At the coming election, it is required that the .-question be submitted to the qualified vofers of ' CjhiajStofe whether or not they will accept, as the " "fcrgsnjc-law of the land, the Constitution recently . framed by the assemblage convened under au? thority known as the Reconstruction Acts of Con? gress: 'This Constitution is before the people for .ratification"or rejection, and every man casting fci*-?fcaHot will be required to endorse upon his * ticket "For Constitution" or "Against Constitu? tion." Without entering into any elaborate argu tnentto prove that the majority of the people had ?" no influence in framing this instrument, it is suffi ? Jcionu to know that the "powers that be" have pre "iffnted-before us such a Constitution, intended for - Vjar--gb*eriiment and guidance in the future, and " flfat the privilege is accorded to every voter to en? dorse or reject the same. It may be frankly ad? mitted/ without derogation of right or justice, that '.-ibis Constitution contains some provisions alike ' acceptable to all classes ; but while conceding this mach, there are other and more important con? siderations involved, that makes an endorsement - .-of this Constitution a measure of oppression and in? justice beyond any requirements of right or reason. For instance, the privilege nnd sacred right to manage one's own household is ruthlessly invaded * by the "compulsory" clause in regard to educa .-/{iW; tbe perpetualdisfranchisement of the most intelligent and capable citizens is not justified by - "common scr.se or sound policy, and is vindictive in -'-jtbe extreme; the establishment of an extensive . 'militia system, in times of apparent peace, and the ??'jConS'Squent taxation of the people in their impov? erished condition to ? support this useless appen? dage, is profligate and reckless, to say the least: '.??od-the delusive character of the "homestead" 'clauso, which alone commends this Constitution to ma^ly otherwise opposed to its adoption, is the - irork of men intending to deceive by honeyed 1 werde and flattering promises.
