In the Senate, the President communicated a message relative to the appointments of persons re? jected by the Senate ; which was ordered to be printed and laid on the table. The Adams' Express Company presented a pe? tition for the re-issue of legal tenders burned in their hands. The S2.100 homestead exemption bill was elabor? ately discussed and rejected. Pending the arguccnt on the House amendment, including cabinet officers' in the tenure of office bill, Thillip Johnson's death was ..unounced. Af? ter the usual ceremonies, the Senate adjourned. In the House, the tenure office bill was taken up, and the amendment to include cabinet officers adopted by a vote of 82 to G3, and the bill was passed by 111 to CS. The bill paying the Kentucky militia called out to protect Cumberland Gap passed. The House adjourned in respect to Phillip John? son. Washington, February 4. In the Senate the Military Committee were dis? charge! :rom the further consideration of the mil? itary and postal road hence to New York. In the House, tho resolution providing -for pay? ing the Kentucky militia was concurred in. It goes to the President. The Secretary of War was called on for the cor? respondence of Burnside's commission paying loy? al Tcnnessecans. . The Judiciary Committee reported n bill that the Act authorizing the payment tor stores taken by Quartermasters shall not be construed to include claims originating in the Slates declared in "insur reetion by proclamation of July 1, 1802, except to loyal citi2ensof West Virginia and Tennessee. Mr. Williams introduced a bill placing the South? ern States under military officers of the regular nrmy not under the rank of Brigadier-General, who shall maintain order nnd establish military tribu? nals. The United States Courts may issue writs of habeas corpus when the petition is endorsed by a commissioned officer, nnd that petitioner is, in opinion, wrongfully held. Sentences affecting life shall not be enforced until approved by the Gene? ral commanding the District; which was referred to the Reconstruction Committee. The tenure of office bill, as amended by the House, came up, but was postponed. The bankrupt bill was discussed till adjournment. The bill forbidding Mc.Cullough to sell gold, was referred to the Banking aud Currency Committee. A bill for the relief of loyal citizens in the late? ly insurrectionary Slates, was introduced by Mr. Maynard. A joint resolution to establish civil government and providing for re-establishing former relations in the unrepresented States, was referred to the Reconstrcution Committee. A bill guaranteeing 'republican government to the lately rebellious States, was introduced by J, M. Ashley, and referred to the Reconstruction Committee.
