PROCLAMATION, ?yki$ Excellency JAMES L. ORR, Gov-1 ernor of the State of Sotith Carolina. INFORMATION has been communicated to this Department, by the Hon. William Seward, Secre- j tary"of State,' that the 'President of the United j States has relieved the Hon. Benjamin F. Perry from tie further discharge of his duties as Provis- j ional'-Qovernor of the State, and. 1ms remitted the "care and condition of the proper aff-iirs of the State to the constitutional authorities chosen by the people thereof." Thia intelligence will be highly gratifying, as it is an important step in tho early restoration of tic people to the enjoyment of all their civil rights. It is- the -harbinger of the rc-establishmcnt of those friendly relations, in every section of the 1 Union, which have been so long alienated and estranged. In retiring from his position, Governor Perry carries .with him the thauks of the people of South Carolina, for the wisdom, zeal, fidelity and ability with which he discharged the grave, delicate and important duties of hi3 office In entering upon the office of Constitutional Governor, it is proper that I should declare the present status of the State to the Exocutive De? partment of the Federal Government, and to the military authorities acting under the instructions of the President; so that the people "knowing, may yield prompt obedience to all Iawfuju author? ity. ?? The order suspeuding tho writ of habeas corpus, issued by the President, has not been modified or revoked in this State, and the military authority is, therefore,-paramount in alt1 such matters as they are instructed to take jurisdiction of, and as such "will bo respeated by all orderly and law-abiding people. The military claim jurisdiction in all cases of disloyalty to the Government and refractions of its laws; to preserve order and discipline in and near their garrisons ; to adjudge and determine all con? troversies in which freedmcn or freedmen and ?whites-are engaged, including violations of Stato laws by frcedmen ; in all cases of wrong or injucy done to its officers and soldiers; and is an auxilia? ry in aiding Treasury agents to recover United States property, and tho Freedmen's Bureau in su? pervising contracts for labor with freedmen. Whenever a person, therefore, is arrested by mili? tary authority on either of the above grounds, they have jurisdiction of tho case, and are instruc? ted not to obey any writ of habeus corpus far the release of such person. .. I therefore advise and admonish the people of this State not to allow themselves to be ihveighlcd or seduced by bad*h>r misguided men into collis? ions with "the military authorities. If the order of an officer is arbitrary, or the conduct of officer . txr private is illegal or oppressive, upon proper representations to the District Commanders, or to the distinguished Commander of the Department, adequate and prompt redress will bo afforded, and the wrong doer properly punished. In all controversies between citizens, arising out of wrongs or injuries done to person or property, and in all violations of the penal code by citizens, j the laws are in full force, and tho courts will be I opened henceforth on every circuit to administer law and punish crime. The vicious, the lawless and the desperate will speedily be overtaken by justice and the majesty .of the law established and vindicated. The colored people of this State, who have nei? ther land nor capital, are earnestly admonuihed to make contracts at once fur labor for the nest year. They may be assured that the Government, rill not give them lauds, stock or agricultural imple? ments, nor will any food hereafter be furnished to those who are able to work. Those who will not work will vary soon be immersed in vice, crime and disgrace. If the colored people really desire to elevate their race and make themselves respec? table, it can only be attained by sobriety, indus? try, economy and honesty. It is the duty of the citizen, as it is a wive pel: cy, to treat the frcedmen with kindness, hunwuiiy und justice, f?nd aid him to ameliorate and elevate \is condition.
