This isa question of considerable interest to the 'citizens, of our village, and wo' Lave frequently heard the inquiry made of - late. . The streets and bridges are in shocking condition, and sadly need repair. Tlie Council elected last year were to servo for twelve months, which expired in Septem, bcr, as wo are-informed, and there has been no eleeitonfor the new term of office. As'civil law has been fully restored by proclamations and other? wise,'we" think-it cmiucntly proper that there should be municipal regulations, eupcciaily in these -uncertain and hazardous times. - The Town Council lately in office should, in our judgment, order an.election at an early day. The ? establishment of municipal law is absolutely neces? sary to preserve tl-e peace of tho community, and inaugurate measures of reform in the government and control of town affairs. We hope the mem? bers of the late Council will heed this suggestion, made in a spirit of honest desire Vor iho improve? ment of our condition in many respects. THE TOTJBNAMENT AT PENDLETON. In response to an invitation from tlie young gen? tlemen of Tendlcton, we attended the Tournament at That place on last .Thursday and have to regret that it is beyond our power, for lack of space, to make suitable mention of the various-characters who participated in the enlivening scene. The costumes weremdst elegant, dashing and recherche ?Clio riders were practiced-and skillful, and the gaily caparisoned steeds gave evidence of success on tho part'of the citizens in preserving at least a' portion of their fine stock from tie grasp of the "raiders." ' We arc indebted to a lady friend for an.ext ended description of the costumes and riders; and also of the Ball which took place in the Female Academy that night, where tie fair ladies of our neighboring Tillage shone with such splendor and grace, as we have heard attested by gallant cavaliers who were "present. ? ? . - Tho exercises of tho morning began at 11 o'clock. Several hundred persons were irr attendant, and the lines of vehicles on cither side of the tratk re? vealed the bright and joyous faces of beautiful, ac? complished women. '. Everything p*oscd off mcst pleasantly?the Knights were superb in horseman? ship," and dashed gallantly onward to win the coveted honors and prize. "Ivanhoe," "Don Fandango'" and the "Grand Mogul" were the chief competitors, and upon a trial between the three, it was decided that " Ivan? hoe " 6hould crown the Queen of the Tournament; ?<Don Fandango " recoiv^a pair of extra fine boots, and the "Grand Mogul" select two maids of hon , or. Miss Sue L. was chosen Queen, and Misses F. and R: maids of honor. The Herald in placing tho crown unon the; victor's lance, appropriately re? ferred to the distinction thus awarded. Tho suc? cessful " Knight gracefully crowned the chDscn Queen, and receivod a modest and bocoming re? sponse. Thus ended the enjoj-njentof the forenoon. AN INCIDENT. During one of the batlies in Virgini*, a citizen Anderson, one of the gallant soldiers of the Co?iH*. , uujiaeverely wounded and carried to I a Hospital at Danville V?.' As soon as the infor mation reached Richmond, one of our Representa? tives wrote to a female friend there, and asked n8 a personal favor to himself that she would attend to his wants .and .minister to his comforts She immediately complied, and our soldier was cheer? ed and tended by the ministrations of one of Vir? ginia's noble daughters. The Representative who cared for our wounded soldior was James Farrow, Esq., the candidate for your suffrages, and the name of the wouaded., soldier can be had by applying to the editor of the Intelligencer. ALL persons are cautioned against trading for TWO SEALED NOTES OF HAND, each bearing date the 23rd of December, 1808, and made pay? able to the undersigned "or bearer;" the first signed by James Chamblcc, now deceased, and calling for the sum of Twenty-Three Dollars and Eight Cents, bearing interest from date; the se? cond signed by S. WHEREAS it is represented that in many portious of the State there is great disturbance and appre? hension from lawless persons, who are thieving, ^marauding and committing acts"bl' violence remote from the military garrirfons stationed" at the Court Houses; and whereas Brigadier General Ames, commanding the Northwestern portion of the State, has suggested the organizatiou of a militia police force in each District of his Command, to act in concert with his forces in preserving order \ad peace in the community ; and whereas it is suppo? sed that the other military Commanders will have no objections to the aid and assistance on the part of the citizens in suppressing crime and maintain? ing order; and whereas, also, it appears that Pres? ident Johnson has sanctioned and uuihorizcd the Provisional Governor of Mississippi to org.-.niae a similar military force in that State, and has for hi'lden'tho military authorities fhere to interfere with such organization: Now, therefore, I, BENJAMIN FRANKLIN PERRY, Provisional Governor of the State of South Carolina, do proclaim, order and declare, that: there shall be formed and organized in each. Judicial District one or .more militia companies for a home police, to act under aud be auxiliary to the military garrison of such District in pre? venting crimes and preserving the peace of the District. Tho companies will consist of aUaptaln and three Lieutenants and eighty men, scattered over the District so as to be easily accessible from, all points where any disturbance ma}' occur. When the companies are foroicd, they will report, through their Captains, to "the respective Brigadier Gene? rals commanding jn South Carolina, and to the Provost Marshals at their respective Court 11011303, and from tl)em receive their orders. When arrests have been made, they will turn the- olfenders over to the civil authorities or bring them before the Provost Court Marshal for trial and punishmont, according to the terms of agreement between Gen? erals Meadc and Gillniore and myself as to the re? spective jurisdiction of the civil and military au? thorities in South Carolina.. This police guard will be voluntary in its organ? ization, and should be composed of none but dis? creet- persons of standing end character in the community, who are willing tff render their servi? ces promptly when the occasion requires. It is thought that the bare organization of such forces throughout the State, will have a most salutary in? fluence in pre serving peace and order and in pre? venting crime. The "evil doers will know that uiGi-e is a power, ready at hand, to arrest them and bring them to justice. It is to be hoped that all good citizens will cheerfully render this service.
