resolution was up for consider
ation, Senator Crouch of Saluda
asked permission to propound
certain questions to the senator
from Newberry, which follow, to
gether with Mr. Blease.s ans-
swers:
Are the conditions reflected in
Commissioner Tatum’s letter, if
true, in violation of law?
Yes.
If so, who are responsible?
The members of the board.
Are they subject to criminol
prosecution under the law if
these facts be true?
Yes.
Whose duty is it to prosecute?
Any citizen of South Carolina
who sees fit.
Is it necessary for the prose
cuting officer to have instruct
ions from this body to proceed
criminally?
No.
Is it Improper for this body to
pass a resolution instructing the
attorney general to proceed crim
inally against those violating the
law as set forth in Commissioner
Tatum’s letter?
No.
Every member of the senate
paid close attention to the ques*
tions and answers and consider
ing Senator Blease’s affiliation
with the State dispensary his
replies were considered signifi
cant.
We call the attention of the Aiken
county delegation in the legislature to
the disreputable condition of the State
House grounds, and we are glad to know
that one of the last acts of the retiring
governor was the sending oi a special
message to the general assembly on the
condition of the Sta'e house grounds.
The need for great improvement has
been generally con mented on by the
new members and others and it is cer
tain that something will be done at this
session to provide a remedy A larger
appropriation is needed and the entire
time of some or.e, for a short while at
any rate, to put the grounds in condit
ion.
The Centenary of Robert E. Lee.
On January 19'.h General Lee would
have been one hundred years old and
on that evening the ladies of Edward
Croft chapter, daughters of the Con
federacy will entertain the old veterans
at Mrs P. A. Emanel’s residence.
Hie following eulogy of General Lee
occurs in a paper about ’-itn in -Tanuary
Lippincott’s Magazine written by the
widow of General Piekett.
’’General Lee wass noted for his im
partiality. Only worthy deeds won re-
cogn lion from him. He was urged by
some o his officers to give his own son
command of a brigade, but replied that
hecould not appoint an untried offi er
important a position.
”He paid 110 in re attention to per
sonal antonisms than to personal affec
tion in the management of tlx* army.
Here ommended a certain officer for
promotion, despite the fact that friends
urged him to withdraw his favor be
cause the officer was in the habit of
speaking disparagingly of l.t e.

of o e, but what I think of him,’ he
said. I have a very high opinion of
this oftieeJ as a soldier, and I sh ill cer
tainly recommend hint for promotion,
and do all in my power to secure it.”

ant to an Act of the General Assem
bly, approved Dec. 24th. 1894,“An

Property for Taxation,” the hooks will
be, open for the purpose of receiving
tax returns for the fis al year com
mencing January 1st 1906. from Jan
uary 1st, 19U0, to February 20th,
1906.
The law requires all persons owning
real estate or personal property or in
any wise having control of such proper
ty, either as agent, husband, guardian,
father, trustee, executor, administra
tor, etc., to return the same to the
Auditor of the County in which such
property is situated under oath ; and
within the time 1 rescribed by law.
Sec 279 requires the Auditor to add 50
per cent, to the property valuations
of all persons who do not make returns
within the time 1 rescribed by law.

other corporations, banks and bankers,

Meeting of Council.
The regular monthly meeting of city
council was held on Monday night.
Present the Mayor, and all the aider-
men .
The fiuancil report showed $311,79.cash
on hand.
The street committee reported a good
deal of work done, and the laying of!
cement gravel on Park avenue nearly '
comple ed.
A petition from Mrs Joseph Harri-
man for a park on Fairfield street next
south of the railway cut was referred
to the street committee with power ti>
act.
Council agreed to have 4 large in
candescent lights put in Newberry
street between Richland and Edgefield
avenues.
Moses Meyers, colored, asked for in
crease of pay to $6,00 per week ; refer
red.

erson were reelected members of the
city park commission for 6 years
The 1 etition from sundry merchants
that the unloading of freight and ex
press matter on the streets by the
Electric railway company be not inter-
ferred with was read, but council pas
sed an ordinance prohibiting such un
loading after the expiration of 60 days
after the publication of the ordinance.
The council increased the salary of
the Mayor to $600 per annum with the
proviso that lie codify the laws of the
city, and draw all ordinances.
The election of officer* was then
taken up.
The candidates for Superintendent
of the waterworks were Harry Sudlow
and \V. J Sommer Sudlow received
4 vot^s to Somimr’s 2. and was declar
ed elected. The candidates for s"b-
policemen were Press Black we 1, J. W.
Scott, Frank Weatherford, Joe Black-
well, and J.T. Redd. Press Blackwell,
J T Redd were elected.
After the reading of the usual bills,
council adjourned.
