did was the passing of an act creating
a board of pardons, to relieve the gov

pardons. And the Governor has ap
pointed as the board, R. Mays Cleve
land, of Greenville ; Wilson G. Harvey
of Charleston and Robert W. Shand, cf
Columbia.

One of the most important bills pass
ed w’as that to provide for a system of
revenue from the taking of shellfish
from the waters of the State. This is a
measure of moderate terms proposed
by the special commission appointed
for that purpose, and the new machin
ery will be set into operation by a com
mission of three to be appointed by the
governor. One of these three is to be
an inspector and is to have a launch to
faciliate him in the work of getting in
formation.

In the house Mr. Lamb, of Virginia,
has secured the adoption of a joint res
olution authorising the secatary of w ar
to deliver to the Southern Historical
society at Richmond Va., ail of ihe
Confederate battle flags in his custo-
day, which have not been identified, as
belonging to any organization.
This means that these flags will e-
ventually be put in the Confederate
Battle Abbey, when it is built.
The leghilature-adjourned sine die on
3 itnrdi?y night, after a session during
wh.ch little or nothing of importance
was done. The assembly w-as expeettd
to deal with three most important mat
ters: Taxation, the dispensary aid
biennial sessions. It did nothing on
any one of the three topics. The rec
ord is a blank, perhaps more than a
blanb. ? . . . •
The whole situation is expressed in
the trite expression, ’“Nothing done.
Not usyllable in the Act in force when

dispensary could be purified by its

vote recorded, rejected the Senate bill,

Negro Boy Bnrned to Death
On Tuesday morning the five-year-
old son of Eiiiott Adams was so badly
burned that he died yesterday.
Adams occupies a tenant house on
Mr. C. C. Kenned}’s place about two
niles from Aik< n, and on Tuesday
.Horning the little boy was standing by
lie fire in the house when in’s clothing
•aught lire and as he ran out of the
ioor his mother caught him and stiip-
ed the flaming eofton garments off
him. Dr. Harry Wyman was sent for
at-once, but the child was so badly
burned that he died yesterday.
Bactaria Crazy.
The bacteria scarce has struck high
society, and most extraordinary pre
cautions are being employed to prevent
attacks of disease, Mrs. William Watts
Sherman, of 838 Fifth avenue New
York, has startled her friends by the
extremes to. which >«ho has "gone to
ward off infection. She declines to use
any o»her than the most carefully dis
tilled water of the most expensive
brand for her baths, lest she be made
ill by a drop croton containing a germ
or microbe getting into her mouth,
eye, ear, or nose.
She carries a pair of lattice work
extension tongs, so as to obviate the
necessity of picking up anything even
with her gloved fingers. She will not
touch a note or letter that has come
through the mail or by tm ssenger u -
til it has been carefully reniovi d fro
its envelope by her secretary.
Not only hoes Mrs. Sherman follow
thefce rules, but she insists that her
two daughters Irene and Mildred, who
have madAtheir debut this w inter, be
governed fey them. Mrs. Sherman has
also madermany converts to her system
among her friends. Many of them have
already adopted the extension tongs.

AN ORDINANCE

dennij'ii of the City Council of Aiken,

ty of the same.
Sec. 1.—That wherever any building
or structure, within the territory em
braced in the established fire limits of
the City of Aiken, I ereafter shall be
materially destroyed, damaged or im
paired by fire or other casuality, the
repairing of such buildings or struc
tures within such fire limits sodestroy-
ed, damaged or imparted is hereby
prohibited, except that the same is
permitted to be repaired upon the fol
lowing conditions, to-wit: That the
exterior walls of ml buildings or struc
tures to be so repaired shall consist of
brick, stone or iron, and the roof there
of of tin. slate or other fire-proof ma
terial; Provided, that if any such
building or structure he damaged or
mpa’red to a small extent, that the
City Council of Aiken may issue a p' r-
ait in writing for the repair nf such
lair age upon application to them by
he owner or manager tin reof.
Sec. 2.—That any pers< n or persons,
corporation or partnership violating
any of the provisions of this ordinance
shall be fined in a sum not exceeding
One Hundred Dollars, and such person
or persons, or officer or manager of
such corporations be imprisoned n t
exceeding thirty days or both fine and
imprisonment; and all buildings or
structures repaired within the estab
lished fire limits of the city contrary
to the piov.’sions of this ordinance may
lie declared a public nuisance -by the
city authorities, and abated in the
manner prescribed by law.
Sec. 3.—That this ordinance shall
take effect i in medial' ly upon its pas
sage.

eral Assembly, approved Feb. 18th
1£05, entitled ‘’an Act to raise sup
plies and make appropriations for the
fiscal year commencing Jan. 1. 1805,”
I will be at my office at the Court
House in Aiken, fro n 9 o’clock a. m.
to 2 o’clock p. n. , ar.d from 3 to5 p. m,
from Oct. 15. 4905, to March 15th, 19C6,
(Sundays and Xmas excepted) for the
purpose of receiving the taxes for the
year 1905; and the commutation road
for 1906.
The levy for all purposes is as fol
lows ;
State tax if paid by December 31,
1905, 5^2 mills.
County tax if paid by December 31,
1905 3 mills.
School tax if paid by December 31,
1905, 3 mills.
District : No. 1 Special School tax if
paid by Decembr 31, 1905, 1 mill.
District No. 66, Special School tax, if
paid by December 31, 1905. 4 mills.
If the above levy is not paid by
December 31st. 1605, then 1 per cent
shall be added during January 1905;
Then 2 per cent, shall be added
during Febuary, 19(46;
Then 7 per cent, shall be added up
to March 15 1905, when executions will
be issued.
The commutation road tax is $1.00
for each person liable (from 18 to 50
years is the limit) and is.payable with
out penalty up to Feb. 28th 1906.
