Kelly, speaker of the puse of delegates of St. Louis, Mo., no was arrested in Philadelphia as an alleged fugitive from justice, was arraigned in the Central police court in that city Saturday and held to i await the arrival of requisition pa pers from Missouri. JURY FAILED TO AGREE. Another Mistrial Occurs in Asheville Bank Wrecking Case. A Charlotte, N. C., dispatch says: The jury in the case of the goverm ment against W. E. Breese, charged with wrecking the First National bank of Asheville, failed to agree, and were discharged by Judge McDowell Sunday afternoon.
