Mr Patton offered a substitute plan, the leading provi sions of which were: 1, Every male citizen of the State of South Carolina of the age of 21 years not laboring under disabilities named in the Constitution who shall have resided iu t e State two years and iu the county in which he offers to vote, one year preceding any elec tion and who shall have paid all poll tax due by him to the State for the fiscal year preceding that in which he shall vote, and who in addition thereto (a) shall be able to read the Constitution in English print, and sign his name; or (b) shall have been engaged iu llie active military or na val service of the lute Confederate States of America, or the United States oi America during the late war between ttie States; or (c) shall be the lawful lineal descendant of a person who was engaged iu such service and shall be alive at the time of the adop tion of this Constitution shall be a qualified elector of .this Slate, when duly registered, shall be entitled to vote for all officers that are now or may hereafter be elected by the pto pleand on questions submitted to the electors at any election.* Mr. Patton made it powerful speech against the subterfuge section iu the article. After speeches from negro members in reply and several other members Senator Tillman gave notice that tomorrow during the day* he would call the previous question on section 4 and asked all who had amendments or substitutes to send up tonight so as to have them printed.
