This has certainly been a prosper
ous season with Aiken county ar-
mers. Not only have they made pro
bably about as much cotton as they
did last year, but they have saved all
of it in exceptionally good condition,
and are getting twice as much money
for it. And the corn crop is the larg
est eyer gathered.
The example of Georgia serves as
a warning of what we may expect if
the gates to divorce are ever opened
for any cause in South Carolina. The
Chronicle states that at the last two
tern’s of the Superior Court in Augu
sta there were 160 cases of applica
tions for divorce, and for the term
now about to convene there are al
ready docketed 21 cases.

There are occasional cases here
when horses, and mules are worked,
when their use is cruelty, and it
should be generally known that the
law gives ample authority for arrest
in such cases, and that there are per-

Sec. 1703. Whoever overloads
overworks, overdrives, tortures, tor
merits, needlessly mutilates, cruel
ly kills, ill-treats, or whoever de
prives of necessary sustainance or
shelter, or whoever inflicts unne
cessary pain or suffering upon any
animal, or whoever causes the
same to be done, whether such
person be the owner theieof or
have the charge or custody of the
same, shall, for every such offense
be guilty of a misdemeanor, and
be punished by imprisonment in
jail not exceeding thirty (30) days,
or by fine not exceeding one hun
dred dollars.
Sec. 1704. Every owner, posses
sor, or person having the charge or
custody of any animal, who cruel
ly drives or works the same when
unfit for labor, or cruelly abandons
the same, or causes the same to be
can iedjinto or upon any|vehicle, or
otherwise in unnecessarily cruel
way.or wilfully authorizes or permits
the same to be subjected to unne
cessary torture, suffering or cruelty
of any kind, shall for any such of
fense, he guilty of a misdemeanor,
and shall he punished for every

scribed in Section No 1703.
Sec. 1706. Any
violating the laws
cruelty to animals may he arrested
and held, WITHOUT WAR
RANT, in the same manner as in
the case of persons found breaking
the peace; and the person making
the arrest (with or without war-
rent,) shall use reasonable dili
gence to give notice thereof to the
owner of the animals found in the
charge or custody of the person

Sec. 1707. When complaint is
made on oath or affirmation to any
magistrate authorized to issue war
rants in criminal cases, that the
complainant believes and has reason
able cause to believe, that the laws
in relation to cruelty to animals
have been and are being violated
in any particular building or place,
such magistrate if satisfied that

magistrate upon satisfactory cause

cute all violations of the provisions
of this Chapter which shall come
to their notice or knowledge; and
all fines collected upon complaint
or information for violation of this
Chapter shall insure and be paid
over, one-half to[the South Carolina
Society for the Prevention of
Cruelty to Animals, in aid of the
benevolent objects for which it
was incorporated.
Sec. 1710. All penalties, fines
and costs incurred by reason of
violations of Sections 1703, 1704,
170$, 1706 shall constitute and be
a lien upon such animal or animals
so cruely used.
Sec. 1711. All Acts and parts
ot Acts inconsistant with this
Chapter are hereby repealed.
