TAXATION AN D RttPKKttKXTATION
^NSKPKft ABI.R
Reply of •; J. E., - ^ of Ijoesvllle, to Dr.
W. H. Timmerman.
Editor Aiken Recorder;
“I take issue with ‘•J. E.” in his
analysis of gpyeruinental authority
when )ie announces as his theory that
it is d fundamental doctrine of the
kn6|0Rt landmark democracy that
rafcation and representation should go
together.” Well, that’s all right, but
aae here, was not this the doctrine
that prompted Patrick 'Hdiiry, to
draw those memorablo fesorations in
the Virginia assehiihiy? , ''i)id not the
Americai* colonies declare’ lhat taxa
tion and representation Ufe insepera-
ble? And did they n6E niaintaiu this
a “fundamental” doctrine?” Was
nbt* this fundamental doctrine the
basis'bf the motion of James Otis, of
MtmAebujiettA,' inviting the colonies
to hold a Colonial 1 Cohgrtjs* ? Was not
the doctrine of representation and
taxation the leading idea of every
document approved hy that Congress?
’as not this doctrine tlie foundation
Which the association known as
i u Horts pf LJberty was based ? Did not
this doctrine consign the British Tea
kt Charleston to damp cellars to
.rpt, and put it afloat in the Boston
barber? Was it not this doctrine
which Mr. Pitt so ably defended in
the House of Commons? Cf Mr.
Pitt, Bouth Carolinians then said,
“that time shall sooner d*5»trpy all
marks of their estpeni th<w erase from
their minds rt great sense of-his pa-
iHot^d'Virtuek."' Wa5 rfot the ignor
ing of (LiUf doctrlnei by tlie British
f ’arliiimeiH opde'called “tlie folly of
England ^nd the ruin of America?”
WMU‘"lt was ignored did not Dr.
fValiklin write “tlie sun of liberty is
set?” Was it not ignoring this doc
trine by the mother country which
muffled the hells of America and
caused them to strike a funeral peal?
But why should I go further to show
tnat thu dpc|rine is ancient and funda-
liiehtat, when the'history of our coun-
try Ik’abYull o'f'its' achievements? I
will therefore'content myself by add
ing a few words' of Lord Camden in
tne House of Peers. In defending this
doctrine he said, “my position is this
fend I. will maintain it to my last
to take it from him without his con
sent. Whoever attempts to do it, at
tempts an injury; whoever does it
commits a robbery.” Now, I bold to
the ancient doctrine and am satisfied
With my oompany. As to the Dr.’s
assertion that' monied corporations
“create not hut control,” I ask him to
prove it. If it itj'a fact, tlie proof is
( .vailable, and when lie has produced
l I will take buck what t'said about
it. I would aiyfi asspre him that I am
not sensible of’ any ambition for
bfflee, abd to adopt his language, “my
present convictions lead me to be
lieve that 1 never will' be.” I am sor
ry that I did not get tlie proper de
signs in the use of t|i0sc compound
words, “hard-worked and poorly-paid
tillers of the soil.” I thought that
“out of tlie abundance of tlie heart”
t hose words came. It now appears
hat while they were the right mate
rial for Inflaming tlie passions and
prejudice, they were not designed so
;o do.
I
Be it so.
Lwesville, March 33th, 18SG.
Call fur a F’avmers’ Convention
tfyc Runner* of Aiken County.
Whereas, tlie farmers throughout
the State are organizing in Township
and County associations to appoint
delegates to a convention of farmers
of South Carolina to beheld in Col
umbia on the 29th of April 1886.
Therefore, the undersigned respect
fully ask the farmers, in each town
ship in Aiken County to send dele
gates tb a wrtvehtion to be held at the
Aiken CVurV House •op the 12th oi
April, 1886, to*' 'provide that tlie
views and interests of 'the farmers of
County ‘ be represented in the
tate Convention. 1 • '
And whereas, ivith the progress of
I he age and the advance of civiliza-
ion all persons engaged in honest and
te ii}ful occupations me more and more
nocik^ing themselves together to dis-
bussand understand and to protect and
promote their cbmmon interest, it be-
ingespecially important andneceseary
that farmers, more widely separated
tban otiiers from the very nature of
their occupation, should combine
for the promotion of their welfare.
Information and instruction are ac
cessible to dwellers in towns, but are
with difficulty attainable by country
beople; remedies for this may he
sought in the establishment of far
mers'Bistitutes and other educational
methodA 'which could be sustained
} >y a portion of the half million do!-
ars and more we contribute annually
to public education. Our roads are
obstacles to free intercourse, the exit
ing road law is costly, oppressive and
ineffective, while it is peculiarly and
almost exclusively'the interest of far
mers to see that a better law is substi
tuted for it. Tlie latv'ftor tlie collec
tion of liens on crop, a device and leg
acy of the Radicals, lyas wrought
confusion on our agriculture. Far
mers and farmers only care to remedy
this. ' The multiplication of County
and State officers has imposed a bur
den of taxation on agriculture which
farmers alone can remove. It has
been announced that farmers have
at| along been goyeniing the State ol
South !, Car6lma: possibly you have
