Without a doubt history will properly describe him as one of the great men of the nineteenth eentury. As a successful soldier, he will take high rank in the military Annals of the world. His suoooas was the offspring of Invincible will power, and a supreme confidence in himself and the resources of the country under whose flag he served. Ho was no strategist. "I never maneuver” was his truthful declaration, for he seem ad to rely only on the crushing weight ef numbers and the inevitable fric tion of the greater against the les.ser brute force. He could never have been successful as the commander of •n army, however, bravo and well disciplined unless supported by a gov ernment of practically inexhuwitable His strategy,If any act of hie military oareer can be dignified with that term, consisted in the.delivery of sledge ham mer blows on hie adversary regard- lees of the punishment received in re turn, as be well knew that the places of the dead and wounded could be promptly supplied by a scratch of the pen of the Secretary of War. His self-possession and bull-dog tenacity of purpose inspired confidence at Washington, and this confidence of the government in his ability to crush the heroic, but ill fed and ill clothed armies of the Confederacy, inspired his officers and meu with an cuprit <Ic corps which made them equal to any emergency. While he can never be ranked as a groat military genius, he will always bo remembered as one of the greatest commanders of the world, because successful in the most gigan tic civil war of either aucieut or mod ern times. His record as a soldier is the one strong point of his career. Brave and self reliant in action and magnani- ous in vicU>ry, the people of eve*-y section of this gri it country, can all cast laurel wreaths upon the grave of the dead soldier. It is indeed a pity that he ever lived to become President of these United States. The record of his two terms of offipe is a scandal t) the civilization of the age, and a dis grace to Americatf history. By a sin gular fatality he was c< ntinuelly sur- 1 by the most corrupt men in great name dorse, as it were, uy his the claims of this Being to be ac knowledged by his countrymen, then it has been unfortunate for him and for them. A highly' intelligent lady' subscriber writes The Recorder, under date of July --ill as follows: “We read - with pleasure your fear less and manly editorial of this week. To Raise Supplies to Defray the Expenses for the Government oe the Town of Aikin for the Fiscal Year Commencing I8S0 and Ending 18SG, and the Man ner of Collecting the Same. Sec. 1. Be it ordained by the In tendant anti Wardens of the Town of Aiken in Council assembled and by authority of the same. That the sup ply bill for the fiscial year of 1884 and 1885, be, and the same is hereby re-en acted, adopted, and made of force for the fiscial year of 1885 and 1886. Sec. II. Be it further ordained, that the ordinance levying a tax upon male and female dogs, bearing date July 24th, 1879, be, and the same is hereby re-enacted, adopted, and made of force for the fiscial year last afore said. Sec. III. Be it farther ordained, 1,hat the Clerk and Treasurer shall open the Tax books of the Town of Aiken for the collection of Town Taxes on the 15th day of August next, and the same shall remain open until the 1st of November next, and to the tax of all then in default the Clerk aud Treasurer shall add a penalty'of twen ty per cent, and if the same is not paid on or before December 1st thereafter, the Clerk and Treasurer shall issue executions against the property of the person or persons so in default, for the collection of said taxes, penalties find costs, and the said Clerk and treasurer shall receive the same fees i,hat is now allowed by law to the County Treasurer for issuing and en- Ibrclng executions in like manner. ue(jiu the Council Chamber in the Aiken under the Corp^r- TATE OF SOUTH CAROLINA) County of Aiken, f Jas.
