Theodore Roosevelt was found at his home in Madison avenue on Saturday by a New York Tribune reporter, but was disinclined to talk about the po litical situation. He said: “I am per fectly willing to tell you what I.know about life In the West. I have just returned from my cattle ranch in ex treme western Dakota, and shall start back again next Monday, taking with me two Maine men, who were my companions In several shooting trips on snow-shoes in the North woods. I like the West, and I like ranching life. On my last trip I was just three weeks on my ranch, and just twenty- one days, of sixteen hours each, in the saddle, either after cattle—taking part in the ‘round up/ or hunting. I never kill for the mere sport, but make some use of the game. The last buff alo I shot was an old bull. I have been collecting a lot of beads with which to decorate the hall of my country home. I have precious little sympathy with Anglomania, and have always admired a thoroughly American sport like banting of the large game of the West, with a Win choeter or Sharp's rifle, on the back of one of the it #ouTi’e IflJ^savc accused me of representing the kid-gloved element in politics If they could see me galloping over the plains, day In and day out, clad in a buckskin suit and leather chaparajos, with a big sombrero on my head. For good healthy exercise I would strongly recommend some of our gilded youth to go West and try a short course of riding ‘bucking’ ponies and assist at the branding of a lot of Texas steers. “The cowboys are a much misrepre sented class of people. It is a popular impression that when one goes among them he must bo prepared to shoot. But this is a false idea. I have taken part with them in the ‘rounding up have eaten* slept, hunted, and herded cattle with them, and have never had any difficulty. If you choose to enter rum-shops or go on drinking sprees with them it is us easy to get into dif ficulty out there as it would be in New York, or any where else. But If a man minds his own business, and at the same time shows that lie is fully pre pared to assert Ills own rights—if he is neither a bully nor a coward, and keeps out of places in which he lias no business to be, he will get along as well as in Fith avenue. I have found them a most bravo and hospitable set of men. There is no use in trying to bo overbearing with them, for they won’t stand the least assumption of superiority, yet there are many places in our cities where I should feel less safe than I would among tho wildest cowboys of the West.” Diamonds! There is an idle fable oiitcmts, notn State and County, are public servants, and the people arc sovereigns; but that is all pure fancy. As a case in point, we refer to the fact that tho Temperance Worker, some time ago criticised the official management of the State Superinten dent of Education, and charged that gentleman with neglecting the duties of his office. A number of gallant de fenders leaped into the ring, and at tacked the Worker article, not because it was untrue, hut—we suppose—be cause it was presumptuous. One says that Col. Coward is capable, another that lie is good teacher, another that lie is as good an offjdftnl as his prede cessor, and so on. Now why dodge around tho ques tion In that way. If Col. Coward does his duty os State Superintendent, if he visits tho Counties, looks up the educational Interests in all parts of the State, urges on t he Commissioners mid teachers by his presenoo to more barnoeb work, and dischargee the Im portant trusts of that responsible of fice, then say bo ; but if, on the con trary, his time is taken np with tho school at Yorkville, and his work is all done by tho clerk in his office at Columbia, and that the only benefit the school system receives from him as State Superintendent is the prestige of his name, then admit it and answer his assailant with the simple asser tion that it is an impertinence for a newspaper to criticise a State official. Wo are not sufficiently posted to take part in the charges against the Hupcrindcnt. And what wo say as to the opposi tion shown in criticising State offi cials can ho also said in reference to County offices. A man, except for conscientious reasons, has but little inducement to be a good officer. The happy-go-lucky style of many is con doned most readily, and any charge of inefficiency is looked upon as the out come of personal spleen and is resent ed accordingly. We believe that officers should lie held to a rigid responsibility for the performance of their duties, and that it is the prerogative of the people to note and criticise all cases of failure.
