Appreciation of Judge Peurifoy's Service
on the Bench.
By the resignation of Circuit Judge [
James E. Peurifoy South Carolina will
lose one of the ablest and loftiest
members of it^ judiciary. Although
he has served on the bench for only
a little more than six years, in that
period he has won a high reputation
as a fearless, impartial and learned
judge, commanding the respect of the
bar and the people of the whole state.
Holding the scales of justice In balance,
he has nevertheless Impressed
upon juries the imperative necessity
of law enforcement through the conviction
of the guilty. So fair and

liis rulings that the Supremo Court
of South Carolina has rarely failed to
sustain them. Judge Peurifoy is one
of our very best judges. His departure
from, the bench will be a great loss to
the causo of good government in the
Palmetto State. He quits because the
physical strain has been too much
for him. although ho is only in the
maturity of his life and powers. This
is a striking commentary upon the
exacting nature'and extent of the duties
of a circuit judge. Few men now
hold that position long without suffering
serious impairment of health,
with the result that the death rate in
our judiciary in the past In recent
years has been appalling. Consequently,
no one can blame Judge Peurifoy
for his course. It Is a fortunate
circumstance that his means permit
him to lay aside the ermine, for some
of our judges, having no other ,source
of earning a livelihood, feel compelled
to serve, despite tho fact that cessation
from their labors would lengthen

TO MAKE SPOTS OF FUTURES
Congressman Stevenson Wants to Confine
Dealings to Actual Cotton.
A bill to amend the cotton futures
act to enable buyers of contracts to
demand delivery of grades of cotton
they desire for use in manufacture
was introduced yesterday by Representative
W. F. Stevenson. The bill
would divide contracts into three
classes, "A," "B," and "C." Class A
would include middling fair, strict
good middling, good middling nnd
strict middling. Class B would include
strict middling, strict low middling
and good middling yellow tinged.
Class C would call for strict low
middling, low middling, strict middling
yellow tinged and good middling
yellow tinged. Under the bill
a trader would stipulate the class of
his contract and the grade of cotton
wanted. Delivery of one-third of the
contract would be required in that
grade and the remainder permitted in
the two graded next in order. Mr.
Stevenson said passage of the bill
would tend to equalize the price level as
between the futures market and the
actual value of the cotton, which he
said had worked to the disadvantage
of the actual product. It also would
save the spinners and others the necessity
of an extra transaction, he
added, when delivery to them on contiacts
included cotton they could not
use.

morning. The deceased was a native
of York county and was the daughter
of the late Kzekiel and Sarah Garvin
Templeton. She was born June 10.
