NATIVE AMERICANS
Smallest Percentage of Foreign Born
in South Carolina.
Eleven per cent, of the foreign-born
white population in the United States
ten years of age and older, according
to the 1920 census, was unable to
speak English, the Census Hureau announced
Wednesday. The number was
1.488.948, out of a total foreign-born
population more than ten years of age
of 13,497,886. These figures compared i
with 2,953,011 non-English speaking [

cent of the total enumerated for the
1910 census.
The bureau attributed the decrease
to several causes, citing that many
immigrants who could not speak English
in 1910 had since learned the language,
died or returned to their native
countries; that the number who could
not speak English arriving during the
last decade was smaller than in the
previous ten years, and that a majority
of these had come to this country
prior to August 1, 1914, and, therefore,
had had time to learn the language
before the census was taken.
in Texas, New Mexico and Arizona,
where more than two-thirds of the
foreign white population were born in
Mexico, the percentages unable to
speak English were respectively,
51.7 per cent., 49.4 per cent and
61.8 per cent. The next highest percentages
unable to speak English were
in West Virginia, 19.3 per cent, and
Florida, 18.8 per cent, while the smallest
proportions were shown in South
Carolina, 1.8 per cent.; Georgia 1.8;
Kentucky, 2.2; North Carolina, 2.7;
District of Columbia, 2.8; Washington,
3.2; Oregon, 3.3; Tennessee, 3.3; Montana,
3.4; Virginia, 3.7; Utah, 4.1; Alabama,
4.2; Iowa, 4.3.

Whitman, superintendent of Oconee
Orphanage, Situated several miles
from Walhalla, near .old Pickens, was
captured at a blockade still about midnight
last night by Sheriff Alexander
and deputies. It is alleged that two
others were at the still but escaped.
Several years ago Rev. Whitman came
to Oconee from Anderson county and
established the Oconee Orphanage.
This institution has had a rather
stormy life, but of late the superintendent
seemed to be making some
progress with his institution. Mr.
Whitman was lodged in jail and up tc
noon had made no bond. It is not
stated whether or not Mr. Whitman
owned the still or whether or not
other arrests are to follow.
? Governor Cooper has set April 4
as date for the hearing on the telephone
rate act, which is still on his
desk and unsigned. This is the act
putting the telephone rates back on the
ba<sis of January 1, 1921, before the
railroad commission last year authorized
the increase of rates. The act js
opposed by the telephone company
and at the company's request the governor
agreed to have a hearing. lie
will hear the company's arguments
for a veto of the measure. It has been
stated that the governor will .in all
probability sign the act, but that he
will hear the telephone company's side
of the question first. This net is backed
by the telephone subscribers association
organized last year. In addition
to providing, for reduction of
rates, it also provides for the restoration
of free service between towns
wfthln short distance of each other.
Cox Speaks in Mississippi.?James
M. Cox, former governor of Ohio and
Democratic candidate for presidency
in the 1920 election, in an address before
a joint session of the two houses
of the Mississippi legislature Wednesday
night took to task the international
policies of the present national
administration and what he termed
"Uodgeism" and the boll weevilism in
international affairs. He paid tribute
to Woodrow Wilson, the league of nations
and urged upon the Southern
farmer the need of diversification.
Mr. Cox also championed the cause
' of Henry Ford in his effort:; to obtain
lease of Muscle Shoals nitrate
and water projects.
"I want to see his millions and nature's
vast facilities joined at Muscle
Shoals," Mr. Cox said. "I want to
see the government of the United

Mr. Cox, in a sally against what he
characterized as "the blight of Lodgeism,"
charged that Senator Lodge
"killed" the league of nations.
Mr. Cox asserted that the Massachusetts
senator "knew fully well that
would happen to the country" and
"had been warned by no less' an authority
than former President Taft,
whose prophesy has come true."
He closed his address with an optimistic
prediction for the future success
of the Democratic party.
