The soviet government of Russia has announced its willingness to comply with the demand of Secretary llughes for the immediate release of certain American prisoners held in Russia, and to permit all other Americans who have been detained in different portions of Russian territory to depart at will. This action on the part of the soviet government has followed a declaration by Secretary Hoover to the effect that the American Relief association would not undertake to aid the millions of famine stricken women and children throughout Russia until all American prisoners were released. It is now practically assured that a tremendous campaign of relief will be inaugurated throughout Russia, and also there will soon be a restoration of trade relations as well as diplomatic relations.
