SOUTH CAROLINA NEWS TLe general assembly adjourned during the early hours of Sunday morning. Mr. C. P. Sanders, a well known lawyer of Spartanburg, dl^Q in Atlanf ta last Thursday, aged 62 years. The so-called good roads bill, passed by the senate, has been continued by the house until the next session. The state levy this year Is nine - valuation of mills uu a iui?i *? ? . $370,000,000. The amount to be raised Is $4,200,000. At a meeting In Spartanburg last Thursday the South Carolina Cotton Manufacturers assoclaton adopted e resolution recommending a labor schedule of not exceeding ten hours a day after March 17. The public service commission r created by the general assembly, is composed of three members, as follows: S. B. Earle of Clemson college; W. B. deLoach of Camden and Wm. Banks of Columbia. Members of the commission are appointed by the governor by and with the consent of the senate. The commission is empowered to fix maximum rates charged in any city in the state for water, gas and electricity, provided that in case the rates are "unjust and unreasonable" they may be reviewed and determined by the circuit court in the county in which the complaint arose. When 20 or more citizens make complaint to the mayor or city council In regard to rates, the commission may be asked to * hold hearings and render decisions. Members of the commission will be paid $10 a day and necessary expenses for the time actually engaged. The act creating the commission became law in 1910CLOVER CULLINGS. Correspondence of The Yorkville Enquirer. ? Clover, March 1.?The Clover Manufacturing Company has gone on a four-day-a-week basis. The management states that this step was taken to safeguard the company's interest until the cotton situation becomes more settled, and will hardly continue longer than 60 days. The Hawthorn Mill is yet running full time and as they have in sight a ready outlet for their product it is not likely that they will curtail either time or production. At any rate not unless the situation gets considerably worse. The Clover and Fairview basket ball teams played a game here Wednesday afternoon. The Clover team won. Mr. E. G. Nance and son Dennis of Alexis, N. C.. visited Mr. Crawford Stroun here this week. Mr. W. R. Mulenow has opened up a restaurant In the old Postoffice building:, and Invites the public to call to see him. Mrs. Lizzie Thomas of Hamlet, N. C. is visiting: her daughter Mrs. Howard Jackson and other relatives here. A new platform was laid at the C. & N. W. station this week to take the place of the old one which was becoming very much dilapidated. Mrs. Fred Cathey of Gastonia, visited her mother Mrs. Lee Davis on Route 4 this week. Mrs. Zeb. Neill visited friends in the Pisgah section this week. Mrs. C. H. Ferguson is visiting her sister Mrs. John McLean near Belmont. Last Week on the New Orleans Exchange. The highest prices of last week in the cotton market according to a New Orleans dispatch Sunday were made on the opening session while the lowest prices were made during the closing session. Sentiment was seriously affected by the contract legislation put before congress so much liquidation of long cotton took - * place and fresh buying was greatlyrestricted in sympathy of the bullish views held by many traders, particularly in regard to the new crop. At the lowest the trading months showed net losses of 88 to 150 points and the * ??!? "-no o Iaoo nf net cnange iur mejwccA r? ?*> ?. -63 to 126 points. October showed more strength than the old crop months and this was due to the extremely unfavorable weather conditions prevailing in the belt. During the week the market was flooded with messages from nearly every state in the cotton region complaining that work in the fields was impossible be cause of the boggy condition of the soil. It was generally thought that the new crop would get a very late start. The continued agitation to decrease acreage was another bullish factor. Any and all bullish factors were offset by the failure to lift embargo restrictionss and the renewed attempts at contract legislation. At the highest levels prices were 9 to 18 points over the close of the preceding week. From this the market fell 101 to 167 points. For a while the labor situation in England and especially the' situation of the coal mines was a bearish influence of importance and much selling resulted from it. This week the market will be forced to devote most of its attention to the cotton legislation before congress. Proposed Jewish Commonwealth. President Wilson told a delegation from the American Jewish congress Sunday night that he was persuaded that the allied nations, with the fullest concurrence of the American government and people, were agreed that in Palestine should be laid the foundation of a Jewish commonwealth. The delegation headed by Judge Julion W. Mack, of Chicago and including Louis Marshal, Dr. Stephen S. Wise and Bernard G. Richards, of New York, declared they had found the president sympathetic with the "incontesUDie principle ui mc ugiu v.. the Jewish people everywhere to equality of status." He reminded them that he previously had expressed personal approval of the declaration on the British government respecting the historic claims of the Jews regarding Palestine. Great Britain would act as trustee of the new commonwealth on behalf of the proposed league of nations, according to the delegates. German Submarines to be Brought to America. Six of the German submarines surrendered in British harbors are to be brought to the United States soon for exhibition to the public and for study by American experts. They will be representatives of the various types of U-boats from mine planters to the great deep sea cruisers. in announcing today arrangements for bringing the submarines across the Atlantic had been completed, the navy department said the six craft were not part of any allocation of submarines to the United States. The ultimate disposition of the German undersea German war-craft still is subject to the decision of the peace conference, it was stated officially. "The status of these vessels Is now unchanged," said the statement. Arrangements have been completed to bring to the United States ports six of the German submarines recently delivered in British harbors. There was no indication that decision had been reached as to the ports at which the submarines would be on public exhibition. Special $otires.
