CANDIDACY OF MR. MANNING
0 Editor Appelt is Reminded of Forty
Acres and the Mule.
The followers of Hon. Richard I.
Manning of Sumter, have organized a
Manning club for the purpose of
boosting him for governor. At their
initial meeting in Sumter. Monday
night a committee was dispatched to
Mr. Manning's home to bring him out
for a speech. Mr. Man ning responded,
outlining his campaign and his remarks
were received with enthusiasm.
But there are other candidates in the
race for gubernatorial honors, each
and every one of them teel confident
of being selected by the majority; the
people are exceedingly fortunate this
year in having good material, and a
plenty cf it, to select from, therefore,
there is no need to grow red in the
face when discussing the qualifications
of them. Mr. Manning has been
^ before the people before, and we have
no doubt If be rails or election hub
lime, he will be before the people
again. Just what effect the organization
of clubs to boost a candidate will
have on the voting masses remains to
* be seen; it is our opinion, the cheers
and the noise manufactured at the
county seats for a candidate, will go
but a little way towards securing a
sufficient number of votes to seat him
in the executive chair. It takes something
which appeals to the judgment
of the masses, and the masses are not
usually attracted by buttons, badges,
and hot air artists.
In his reported speech, Mr. Manning
believes "that the small land holder in
the country or town should be exempt
from taxes, in order to encourage
home building, and the ownership of
their homes by the poor."
We heartily agree with Mr. Man^
ning's solicitude to have the poor man
exempted from taxation, and place the
burden of government upon the large
property owner, in other words, relieve
the poor and make the rich pay,
but it is an impossible theory, and no
one should know this better than Mr.
Manning. However, such a platform
would furnish some material to entertain
the masses at campaign meetings.
? and in years gone by, before the adoption
of. the free school system, it is
possible such an enticing theory would
made the boys throw their hats into
air and hurrah for the speaker.

state in the Union. Everybody would
plead poverty, and everybody would
ask to be exempt from taxation, as it
is, the poor pay in proportion to what
they possess, their property is visible,
and easy to reach by the tax gatherer,
hut the rich, with their hidden wealth
invested in all manner of ways, escape
the tax gatherer, thus forcing the burden
of taxation upon those less fortunate.
We rather like the ring of Mr. Manning's
declaration when he said, "I'm
going into the race singlehanded and
standing on my own bottom, nor am
I swinging to any man's coat tail." J
Spoken like a man. We wonder if
there is a candidate in the race who
will admit that he is swinging to any
man's coat tail? Or is there a man
in the race who will admit that he has
ever attempted to swing on any man's
^ coat tail, now or at any other time?
As stated at the outset, the people
have excellent material to select from,
and, when the candidates get before
them this summer, provided the New
and Courier does not succeed in organizing
its political newspaper trust,
they will be able to judge which of
the number of good men they desire
to be their chief executive, and wheth4
er or not the land tax exemption for
the poor bears any similarity to thr
forty acres and a mule proposition of

The Case of Leo Frank.?Six physi~
clans of Atlanta, says a dispatch of
Wednesday, from that city, have examined
Leo M. Frank, under sentence
of death for the murder of Mary Pha
Kan, 14-year-old factory gin, wiuuu
the last 24 hours, it was made known
here tonight.
None of the physicians would discuss
the purpose or the result of the
examination of the convicted man.
who is making a final effort to obtain
a new trial. It was said the visits of
the physicians were made at the instance
of William J. Burns, the detective,
who is investigating the case.
^ The detective has announced that he
believed the crime was committed by
a moral pervert. Published statements
accredited to him quote him as saying
that he does not believe Frank to be
an abnormal man. Burns is preparing
a full report of his inquiries, which is
expected to be made public the latter
part of this week.
Hugh M. Dorsey, solicitor general,
who conducted the prosecution of
Frank, and the detective held a conference
today, the result of which was
kept secret. Burns also said that he
expected soon to confer with James
Conley. the negro factory sweeper,
who was the chief witness against the
young factory superintendent and who
was convicted as an accessory to the
mur-Hor fonlev was sentenced to one
year's imprisonment.
* Frank is sentenced to be hanged one
-week from Friday. On next Thursday
his attorneys will file an extraordinary
motion for a new trial which will ordinarily
stay the execution. Previous
efforts to obtain a new hearing for Unconvicted
man have failed in both the
superior and the state supreme court.
The General Neal Farm.?Edgar B.
Moore has purchased the old General
rNeal place of 870 acres on the Catawba
river and will use it as an adjunct
to his Selwyn farm in the rearing of
fine registered cattle. He intends to
send out all of his young heifers in
the near future, and he will add to
them from time to time until he has
% increased his herd by at least 300 per
cent.
It was upon this farm that General
Neal built one of the first cotton mills
ever erected in the state. Several
years ago the Great Falls Power company
purchased the farm when the
company was taking such holdings in
this section for power purposes. The
consideration of the deal was in the
neighborhood of $30,000. It is located
on the Shoptor road and is some
twelve miles from the city.?Charlotte

Tribute to John L. Ratterree.
The recent death of John Ratteree
was indeed a surprise to all his friends.

days, into manhood, when the
death angel called him. His manly
disposition had won for him a host of
friends in his home community and
where he was teaching. He leaves behind
quite a number of friends to
sympathize with his bereaved parents,
sister and brothers. He was a young
man with a great deal of determination
and had availed himself of every
opportunity to better his Intellectual
powers. He was naturally bright in
books and this coupled with a determination,
had secured for him a good
education. He attended the High
school at Bethany and then at Charleston
college. He then began his
teaching career. He soon won for
himself a good reputation in this line
of work. For part of two years he
devoted his time to newspaper work;
he had accomplished something in this
line of work. He was a young man
who took a great deal of interest in
all affairs of state, and I am not saying
too much to say he was the best
posted young man in our community
nlnne political lines. He had made a
fine record at Gold Hill school and the
large number of friends who attended
his funeral, testified to his popularity
there. He leaves behind a record of
a young man who availed himself of
every opportunity that knocked at his
