VITAL STATISTICS
Important Bill Passed by the Recent
General Assembly.
Here is an important bill that was
l>asse<l at the recent session of the
general assembly; but as there have
been conflicting statements in the papers
as to whether it has been signed
by the governor, we are not certain as
to its present status.
"Section 1. That the state board of
health shall establish a bureau of vital
statistics and provide an adequate
system for the registration of births
? and deaths, by formulating, promulgating
and enforcing rules and regulations
prescribing the method and
form of making such registration.
"Sec. 2. That the secretary of the
state board of health shall be the state
registrar of vital statistics, and it
shall be his duty to carry into effect
the rules, regulations and orders of
the state board of health. The board
shall provide suitable apartments,
properly equipped with fireproof vault
*9 and filing cases for the permanent
preservation of all ottlctai records.
"Sec. 3. That for the purposes of
the act the state registrar shall divide
the state into registration districts,
defining and designating the boundaries
thereof and appointing local reg
istrars.
"Sec. 4. That each local registrar
shall he paid the sum of 25 cents for
each birth certificate and completely
made out and registered with him,
correctly recorded and properly returned
by him to the state registrar, as required
by the rules and regulations.
And in case no births or no deaths
were registered during any month, the
local registrar shall be entitled to be
paid the sum of 25 cents for each report
to that effect, but only if promptly
made in accordance with the rules
and regulations. All amounts payable
to a registrar under the provisions of
this section shall be paid by the
treasurer of the coqnty in which the
registration district is located, upon
certification by the state registrar.
And the state registrar shall annually
certify to the treasurers of the several
counties the number of births and
deaths properly registered, with the

amounts due each at the rates fixed
herein.
? "Sec. 5. That the state registrar
w shall, upon request, furnish any applicant
a certified copy of the record of
any birth or death registered under
the provisions of this act, for the making
and certification of which he shall
be entitled to a fee of 50 cents, to be
paid by applicant. And any such copy
% of the record of a birth or death,
when properly certified by the state
registrar to be a true copy thereof,
shall be prima facie evidence in all
courts and places of the facts therein
stated. For any search of the files and
records when no certified copy is made
the state registrar shall be entitled to
a fee of 50 cents for each hour or
fractional part of an hour of time of
search, to be paid by the applicant.
And the state registrar shall keep a
true and correct account of all fees by
him received under these provisions,
and turn the same over to the state
registrar each month.
"Sec. 6. That any person, firm or
corporation who shall violate any rule,
regulation, or order of the state board
of health relative to recording, reporting
or filing information for the bureau
of vital statistics, or who shall
wilfully neglect or refuse to perform
any necesary or reasonable duties imposed
upon them by said orders, or
who shall furnish false information
for the purpose of making incorrect
records for said bureau, shall be deemed
guilty of a misdemeanor, and, upon
conviction, shall be "fined not less than
$5 nor more than $100, or be imprisoned
in the county jail not exceeding 30
days, or suffer both fine and imprisonment,
in the discretion of the court.
"Sec. 7. That all laws and parts of
laws in conflict with the provisions of
this act are hereby repealed, and no
system for the registration of births
und deaths shall be continued or maintained
in any of the several municig
palities of this state other than the
* ones provided, for and established by
this act.
"Sec. 8. That this act shall go into
effect on July 1, 1914."
? Code Commissioner A. J. Bethea
has furnished Comptroller General
Jones with a certified copy of the general
appropriation bill, he having not^
ed corrections of vetoes sustained. The
^ bill carries a total of $2,146,253.04, and
V a levy of six mills. In the bill the only
appropriation for the Confederate
home is $11,100 for maintenance and
$500 for repairs and no appropriation

employes. As construed by the code
g commissioner and accepted by the
comptroller general, the Confederate
home officials will have to go without
pay this year.?Governor Blease holds
that his veto of item 3 does not affect
the salaries as they were provided for
in item 4 which carries an appropriation
of $16,100. He says that the act
had been drawn with a view to tricking
him into the approval of provisions
to which* it was known that he
was opposed, and that the salaries will
^ be paid all the same.
