THE GOVERNOR'S VETOES
His Excellency's Objections Sustained
by House in Several Instances.
It The house refused to pass over the
governor's veto by a vote of 51 to 53,
the joint resolution requiring the state
treasurer to pay R. H. Mitchell, W. I.
Jones and J. A. Harris for their services
as supervisor of registration in
Chrrokee county during the past year.
In his message to the senate, which
body passed the joint resolution Wednesday
night over the veto, the governor
said he vetoed the bill for the
reason that he had appointed three
other supervisors of registration and
those named in the joint resolution
t served illegally.
Mr. Hardin of Cherokee, who said
he was a "personal and political friend
of the governor," asked the house to
pass the act over the veto of his excellency.
Several anti-administration members
voted to sustain the veto, while a
few administration men voted to override
it
By a vote of 63 to 37, the house
sustained the veto of the governor on
the act to hold an election in Jasper
county for the purpose of voting J30,000
in bonds with which the supervisor
and county commissioners could build a
court house and Jail. The original
act creating Jasper county provided
that the buildings should be erected
1 by a commission of five. Last night
the house sustained the veto of the act
which would have declared vacant the
office of the five commissioners and its
action this morning was in keeping
with that of last night as the bond Issue
act was merely a companion measure
to the other.
1 The house refused to pass over the
veto of the governor the act to empower
the municipal authorities of'
Greenville to destroy alcoholic liquors
seized by them. The vote was 47 to
69.
Mr. Greer of Greenville, the author
of the1 bill, explained that the chief of
police of Greenville should be given
the right to destroy contraband liquor
because the sheriff did not have room
to store all of It in the court house.
He said that the act would not conflict
with the Ashley bill providing
that pure contraband liquor De given
to hospitals or sold to county dispensaries.
Mr. Goodwin of Gret nville, asked to
vv be excused from voting because he had
told several members that the passage
of the vetoed act would not be Insisted

? Columbia special of February 19 to
News and Courier: When asked tonight
about the matter, Railroad Commissioner
John G. Richards, Jr., authorized
the announcement that he
would be in the race for governor in
1914. Mr. Richards is serving a second
term as railroad co/hmissioner and previously
saw several years' service In
the house. He Is a resident of Liberty
Hill, in Kershaw county. Speaker Mendel
L. Smith, of the house of representatives,
tonight affirmed the report that
he would be a candidate for governor
in 1914. Speaker Smith has served
several terms in the house, several
years as presiding officer. His home is
at Camden. Lieut. Governor Chas. A.
Smith tonight also affirmed the report
that he would be in the race for governor
in 1914. Governor Smith is serving
his second term as lieutenant governor
and before that saw service in
the house. His home is at Timmonsville,
in Florence county. Attorney
General Peeples announced his candidacy
for governor some days ago, so
this makes four in the race, and several
others are mentioned as possible
candidates. Representative George R
Rembert of Columbia, when asked if he
intended to enter the race, said: "This
is not the time to make an announcement.
I am attempting to accomplish
some things in the legislature. If it
'oii? tr. not In these matters I shall
probably submit them to the people."
? The house last Wednesday by a
vote of 59 to 41 refused to strike out
the enacting words of the bill to abolish
the penitentiary hosiery mill. An
effort was made to amend the bill so as
to provide that it should not go into effect
until the expiration of the present
contract, and this failing, an effort was
made to secure from Proprietor Graham
the right to sue the state for damages;
but this proposition was killed
also. The present contract does not expire
under its terms for three years.
? President E. W. Dabbs. of the state
Farmers' Union has published a statement
in which he says that he is reliably
informed that a combine has secured
control of the supply of nitrate of
soda available for South Carolina during
the next several years at $42 a ton
and is making prices ranging from $50
to $60 a ton. He states that the farmers
have been using nitrate of soda inadvisedly,
and considers the high price
a blessing, especially if it will serve to
curtail the use of this fertilizer.

others from Rock Hill and by Rev.
John A. McMurray of Bethesda. The
regular business of the township association
will be attended to and every
church, no matter what the denomlna
tion, is urged to send representatives.

Revision of Pension Roll
To the Veterans of York County:
A meeting of the Pension Board of
York county will be held in the clerk of
court's office at Yorkville on the first
Monday in March, the 3rd. for the purpose
of ascertaining the changes since
the last report of the deaths of the
pensioners of York county. It will be
important to get the assistance of the)
veterans to aid the pension board in
making the changes. It is, therefore,
desirous that those who are to meet
with us in March will come prepared to
furnish authentic evidence so as to
have an accurate report. A copy of this
notice will be sent to several papers in
the county, and it is hoped that the
people will interest themselves in this
matter. The rolls of the veterans are
rapidly thinning and it is desirous to
have as much accuracy as possible to
report to the state pension board.
