Ths Law as to Chscka?One of the
best laws on the statute books of the
state Is that directed against the issuing
of checks by parties" not having
money In bank. Mr. Sinkler and Mr.
Vander Horst have a bill seeking to
extend this power. The proposed bill
reads:
"Section 1. That 'an act declaring
it a misdemeanor to draw and utter
any check, draft or order where the
drawer has not at the time sufficient
funds to meet the same, and providing
punishment therefor,' approved the
2d dav of March, A. D.. 1909, be, and
the same is hereby, amended by in&
serting after the word 'hereafter' in
V the second line thereof the following,
r to-wit: 'In his own name or as attorney
In fact for any other person
or persons, or as officer or agent of
. any corporation or unincorporated assoclation,
society or company,' and by
^ further inserting after the word 'he*
on the fourth line thereof, the following,
to-wit: 'Or the person or persons
or any corporation, association,
society or company for whom he
Is then acting,' and further by
striking out the word 'has* on
-a the same line and inserting the
word 'have,' and further by inserting
after the word 'drawer' on the
eighth line the words 'or the persons
or corporations represented by him,'
so that the section when amended shall
a read as follows:
M " 'Section 1. Any person who sh?ll
^ hereafter draw and utter any check,
draft or order upon a bank, banking
house, person, firm or corporation with
which or whom he, or the person or
persons or any corporation, association.
society or company for whom he
is then acting have not at the time
sufficient funds to meet the same and
shall thereby obtain from another
money or other thing of value, or induce
such person to surrender or postpone
any remedy he may have against
such drawer or the persons or corporations
represented by him, shall be
guilty of a misdemeanor, and, upon
conviction, shall be punished by fine
r or imprisonment in the discretion of
the court: the offense to be within
the jurisdiction of the magistrate's
^ court, if the value of the property obtalned
be less than $20 and be punished
M by a fine not exceeding $100 or imprlsonment
not exceeding thirty days;
provided, that If such person shall deposit
with the drawee of such paper
within thirty days thereafter funds
sufficient to meet the same with all
costs and interest which may have
accrued, the prosecution under this

The tour of the cotton belt states In
the interest of the Rock Hill plan of
J. G. Anderson of this city, father of
the plan, and Commissioner E. J.
Watson ended at Baton Rouge Saturday,
the trip being marked by un*
broken success throughout, every state
^ visited promptly and enthusiastically
falling into line with the movement.
In addition to South Carolina the following
are organized under the Rock
Hill plan, with the state superintendents
in charge, as a result of the tour.

A state superintendent for Louisiana
has not been announced so far as is
known here, but the latest information
f from Mr. Anderson indicates that this

Texas was not included in the itinerary
because a reduction movement
headed by Governor Colquitt has been
under way there for some tirffe.
Mr. Anderson is expected home today.
He writes in an enthusiastic way
about the hearty encouragement given
the movement throughout the tour,

? The bill providing for the medical
inspection of school children has been
enrolled and Is now up to the gover_
nor. It was at first intended to make
1 inspection compulsory; but as the bill

A Big Fertilizer Dealer Recently
Said?
"Oh. yes, there Is no doubt but what
Farmogerm is a good thing to produce
nitrates, but you are Just about twenty
years ahead of the times."
Now we admit that as long as cotton
brought 16c a pound it might pay to
make heavy applications of Ammoniated
Fertilizer to grow it. At 60c a
pound we might even grow it profitably
in flower pots. But low cotton
prices and high cost fertilizers make
a poor team to pull stumps with.
Instead of figuring how to pay last
year's fertilizer bill with next year's
I loss on cotton, why not grow legume
crops that will be of less Interest to
wail street ana more interest, to jt?n?
mules and hogs, and at the same time
grow your own nitrates by Inoculating
the seeds with Farmogerm (High
Bred Bacteria). If half the cotton
that Is piled up In sheds in the South
could be turned into bales of hay, we
might be buying automobiles instead
of borrowing money to pay Interest on
debts. Then Wall Street would have
to "come and see us" on the cotton
proposition.
As long as Cotton Is King, Wall
Street will be Minister of Finance.
Why not throw off the yoke and establish
a republic??put Corn, Oats
and Legume crops in. with Thomas
Phosphate and Farmogerm as Secretary
of the Treasury and Agriculture,
and Cow Pea Hay for the Department
of the Interior (of your mules). ,

safely control Old King Cotton, and
send him to England to buy our luxuries.
