Supreme Court Decision.
The supreme court has reversed the
court below in the case of J. G. Love
et al., respondents, vs. John T.Darwin
et al., appellants. Messrs \V. W. Lewis
and W. B. DeLoach for appellants, and
Mr. J. E. Webster for respondents.
Fifty Dollars Reward.
Governor McSweetey has offered a
reward of $50 for the apprehension of
Fred Stewart, the Negro who so brutally
murdered bis wife some days
back. People have reported to Sheriff
Logan that they have heard other people
say that Stewart has been seen in
this locality since the murder; but
none of these reports have been of any
real value. >
Fort SHU Times Resurrected.
Fort Mill again has a weekly newspaper,
and from tbe appearance of the
first issue, which has just come to
hand, it is to bo a better newspaper
than Fort Mill has had heretofore.
Mr. W. R. Bradford, a young Fort
Mill man, who has been employed for
several years past in Washington, D.
C., is the editor and publisher, and
the name of the paper is to be The
Times. .

the CAROLINA AND NORTHWESTERN
RAILWAY COMPANY
is hereby called to beheld AT CHESTER,
S. C., ON THE 24TII DAY OF APRIL,

1. To consider and adopt plans to change
the railroad to Standard Guage, and to
extend and equip the same.
2. To authorize a new issue of bonds
secured by mortgage upon the company's
railroad, to provide the means necessary
to change the railroad to Standard Guage
and extend, equip and improve the same,
and to refund its present mortgage debt.
3. To increase the capital stock of the
company to an amount not exceeding
two million dollars, and to alter aud revise
its by-laws.
4. To transact any other business properly
coming before the meeting.

NOTICE is hereby given to the public
that the contracts for carrying the
mail on all of the STAR ROUTES of the
State of South Carolina, taking effect July
1,1900, provide that those who so desire
may have the mail that is addressed to
them, delivered by the carriers into boxes
along the lines of the several routes.
Any person living on or near any Star
Route In the State, named who desires his
inail deposited in a box on the line of the
route by the carrier on said route, may
provide and erect a suitable box .on the
roadside, located in such a manner as to
be reached as conveniently as practicable
by the carrier, and such persons shall file
with the posmaster at the postotfice to
which his mail isnddressed (which shall
be one of the two postofllces on the route
on either side of and next to the box) a
request in writing for the delivery of his
mail to the carrier on the route for deposit
in said mail box, at the risk of the
addressee.
It shall be the duty of the postmaster
at every postoflicc, upon a written order
from from any person living 011 or near
the Star Route, to deliver to the proper
mail carrier for that route, any mail
matter, except registered mail, with instructions
as to tin proper mail box into
which said mail matter shall be deposited
; but ,10 mail matter so delivered to a
carrier for deposit shall bo carried past
another postotiice ou the route before deposited
in a mail box.
The carrier on the Star Route will be
required to receive from any postmaster
on the route any mail matter that may be
intrusted to him, outside of the usual mail
bag, and shall carry such mail matter to
and deposit it in the proper boxes placet!

such service by the carrier to be without
charge to the addressees.
The mail carriers must be able to read
and write the English language and be of
sullicieut intelligence to properly handle
and deposit the mail for boxes along the
routes.
The law provides that every carrier
of the mail shall receive any mail matter
presented to him, if properly prepaid by
stamps, and deliver the same for mailing
at the next postoftiee at which he arrives;
but that no fees shall be allowed him
therefor.
The contract price covers all the service
required of the carrier that is indicated
