SOUTH CAROLINA NEWS.
? A branch of the Keely Institute has been ;
opened at Aiken.
? Governor Tillman is confined to his i
rootu with a bad cold.
i
? The annual spring term of the supreme
court meets in Columbia on the third Wednesday
of next month.
? John Ferguson, a Laurens negro, murdered
his wife last Sunday by cutting her
throat. He surrendered to the authorities
on Monday.
? J. M. Tankersley, a former resident and
well known teacher of GafTney City, died at
Childress, Texas, on last Thursday. His
body was brought back to GafTney for interment.
? General Beauregard's sword, recently
bequeathed to the city of Charleston, will be
received from the special committee from
New Orleans on the 20th instant with civic
and military honors.
? Erskine college was damaged to the extent
of several thousand dollars last week by
a collapse of defective masonry. It has not
yet developed whether the loss will fall on
the college or upon the contractors who are
erecting it.
? Whitner Syraraes, a white man, was convicted
of manslaughter last Wednesday, at
Walhalla, for the killing of \V. F. Gary on
the 12th of last July. The ruling out of
Gary's ante-mortem statement by Judge Izlar
is probably the technicality which saved
Symmes's neck. %
? The city of Anderson held an election on
Tuesday of last week on the question of subscribing
the sum of $50,000 in bonds as a
bid for the location of the girl's industrial
school.. There were 172 .votes cast as follows
: For subscription 26; against subscription
146. The subscription was defeated by
120 votes.
? The State, Sunday: Sheriff Riser, the
only sheriff remaining in the custody of the
United States court, passed through the city
yesterday on his way to Newberry, his home.
He is on parole till the 24th, when he leaves
for Washington to appear before the United
States supreme court. Sheriff Riser is an
applicant lor the United States marshalship
of South Carolina, and has a very strong petition,
it being signed by nearly every man
of note in Newberry county. He will look 1
about when he goes on on the 24th.
? The entire issue of the State refundment
bonds, amounting to about $5,250,000, has
been placed with the Baltimore Trust and
Guarantee company. The transaction was ,
consummated on Tuesday of last week and
was announced by State Treasurer Bates
as follows : "The syndicate which held the
option on these bonds, extending till April i
1st, after a brief conference, decided to ex- <
ercise the option at once. The papers were '
all arranged and they have a few days in
which to put up the necessary guarantee 1
fund."
? Bill Foster, the negro who shot and ]
killed Miss Cautheu at Pleasant Hill recently,
was tried in Lancaster last week. The testi- i
mony showed that the negro was in his I
house, and seeing the dog out near the 1
pavement, which he suspected of having 1
sucked his eggs, fired his pistol through the 1
open door at the dog. The young lady was
on her way home from school, and was just 1
passing the door on the pavement when the 1
shot was fired. She received the ball intended
t)r the dog. There was testimony
that the negro had been drinking. He was (
convicted of manslaughter and sentenced to
five years in the penitentiary. The State
did not ask for a conviction for murder.
? Columbia Register: Napoleon Lavelle,
the Charleston wife murderer, has thirty
days' lease of life. After due consideration
of the matter the governor has determined
to give him a respite until his sanity or in- t
sanity could be determined. It is understood <
that Mr. Bissell made application for respite j
on the ground of insanity, and the governor j
is looking into the case. ,Dr. Babcock, of the <
lunatic asylum, is investigating the petition
and papers, and much will depend on his
judgment as to whether Lavelle will hang or
not. The governor was asked for his rea- ]
sons for giving the respite, but laconically j
replied, "Because I wanted to." That settles
it, of course, and Lavelle will have
thirty days' more to draw out his miserable ^
existence. j
Looking for Men Who Do Not Drink.? j
' ' A prominent New York Democrat is reported
as follows in the Hartford Courant:
"Those who constantly see him, and who j
have been consulted frequently as to the j
forthcoming changes in all the departments ]
of the public service, say that the first ques- t
tion which Mr. Cleveland now asks as to any *
person proposed to him for public place is?
'Does he drink ?' Mr. Cleveland, I can tell
you, has discovered that it is becoming a ?
fashion not to drink ; that the men who do j
not drink are the men who do the greatest l
things in this world's affairs. He has dis- "
covered the value in commercial and in business
life of the man who does not drink, g
lie knows thut there are sOtuc railroad com- g
panies who will not employ a man in any '1
capacity who drinks at any time; that no i g
railroad company will permit its employes a
to drink during the hours of service, and c
that the value of a man who does not drink [
is each year increasing in this country. He t
has discovered, -I think, that it may be worth c
while to epplv this principle to politics, and
to di-emti wn-ther or not a man is not
worth ut much for public office who does t
not drink as he is in commercial enterprises." I
Not to be Interfered With.?All t
Republican officials who hold commissions 1
for four years will be aliuwed to remain un- !
disturbed by President Cleveland until their
terms expire.
This is the determination to which the i
president has come, and he has announced \
it to his friends. In taking this step he returns
to the practice which he followed
eight years ago, but which was really inaugurated
previously by President Hayes. ' It was
observed with considerable fidelity by
President Harrison, and will now be put into J
strict execution. <
The rule will not apply, of course, to for- i
eign appointments nor to positions in the de
partments. Its enforcement will enable the r
president to consider the question of appointments
as vacancies occur, and will relieve 1
him of the crush whioh he would necessarily ^
have to endure if he undertook to make a (
complete change in the first year of his administration.?Washington
Post.
"In Care of Hoke Smith."?It isn't!.
unusual for a letter to be held in the Char-! j
lotte postoffice for postage, but one was sin- ,
gled out yesterday that from its address becomes
one of peculiar interest and unusualness.
It is a blue envelope, bearing the following
address:
"Hon. Grover Cleveland, Washington, D. .
C., care Hoke Smith, Secretary of the Interior."
<
The envelope had no stamp on it. It was
dropped in the postoffice on the 8th. Post- <
master Brady at once sent Mr. Cleveland a 1
notification?-just the same as he would send
to an "ordinary Democrat," he said?of the
fact that a letter directed as stated above, was
held here for postage, but up to yesterday
the chief executive had not claimed his .
own. Will it still continue to be a case of'1
the letter that never went??Charlotte Ob-; \

The National Fi.owkr.?For quite a
loug time various attempts have been made j
to adopt a national flower for the United .
States. Superintendent of Education May-1
field yesterday received an official notice;:
that at the banquet tendered the authors, in-, j
cident to the annual meeting of the school J
superintendents, which he had attended a J
few days ago, a poem written by Miss Edna j
Dean Proctor was read. It suggested the |
Golden Corn as a national floral emblem, and
was so beautiful that the suggestion was at i
once adopted. The Golden Corn will there
fore henceforth be known as the national
emblem.?The State.

"All Need Accident Insurance."
You don't need Accident Insurance, you say,
and give as your reason that your business is
not hazardous, and that in no way do you subject
yourself to the numerous accidental injuries
that befall mankind.
Now, do you know that the man, an account \
of whose being accidentally crippled you read in
today's paper, thought the same as you do? In '
the next paper you will find a repetition of about !
the same thing. The scene and persons of ]
course will bo changed, and perhaps the manner ,
in which the injury was inflicted, but it will <
practically amount to the same. In reading the 1
account, will you pause to consider that he '
thought yesterday, as you thought today, he
"did not need Accident Insurance?" The truth
is, no man can conscientiously say he does not
need it, or at least, no man who has followed the
daily casualty record for a week, or consulted .
the casualty statities of a month.
And yet men fail to provide against these casualities
that lurk in every pathway, and regard '
Accident Insurance as somcthiug needed only
when going into a coal mine, or a journey in the ^
land of dynamite.
But alas for the sanguinity of men who in the ]
face of these calamities, pay 110 heed. One day
they go out as usual to their daily vocations, but '
before the day is done, suffering, pain and possi- ,
bly death, has entered the home, to be followed
by want, misery and perhaps pauperism. )
It mav be vour name that will be recorded in
the papers tomorrow; then why put off making
in application when the cost is so trilling? <

tual Accident Association, of Now York,
