pound. The prohibitionists have nominated
a State ticket in Maryland, with
Summerfield Baldwin, of Baltimore, as
- Governor. The Shelbv. N. C.. New
Era of last week reports severe damage to
crops and property^in that county by the
excessive rains.?--^Virginia City,Nev.,
is said to be gradually sinking into the
earth, the supports left in her great mines
not being strong enough to hold her
weight. The grain crop in Eastern
Oregon and Washington territory is the
largest and best in their history. Every
field of fall or spring wheat, barley and
oats will yield a full crop, which is something
never known before.-"?Mr. George
M. Stearns, of Massachusetts, makes tne
remark: "There ought to be no 'soldier
vote.' Every vote should be that of an
American citizen." The Virginia Democratic
State Convention which assembled
at Roanoke on the 4th instant to consider
the public debt question, passed, among
other resolutions, one endorsing President^
Cleveland. The prohibition amend-]
ment proposed to the Texas Constitution
and voted on last Thursday, was defeated
by an overwhelming majority.
End of the Culbreath Lynching
I Case.?In the Circuit Court of Edgefield,
last week, Judge Wallace presiding, the
case of the Culbreath lynchers, thirty-two
in number, was. called, i^t the preceding
term of the Court there was a severance,
so that onlytwo of the defendants, Parkman
and Holmes, were put upon their
trial. These men were identified by Ernest
Gary and John Evans as two of the
party who attacked Culbreath in the law
office of Gary & Evans, and who subsequently
went with, the crowd who led j
Culbreath to his death. By taking advantage
of law technicalities, however, the
defence weakened/the case as presented by
the State, giving^the jury a more plausible
excuse for rendering & verdict of not guiltyy
which xvna rinnorin t.hA a.hsAnr?.A of anv tea
timony for th*fdefence, although over a
hundred witnesses had been summoned.
This is the first trial in the State, if not in ;
the United States, of a party of lynchers, (
and theygrdlct of acquittal is not a surprise
to anyone. As to the other thirty defend- i
ante; a nolle prosequi was entered, and thus i
ends the famous case.
Earthquake in the West.?On the ,
night of the 1st instant, a slight earthquake i
shock was felt at St. Louis. Evansyille, Indiana,
and several points in Illinois, Kentucky
and at Huntsville, Alabama.

AN ORDINANCE
To define the limits of a fire district within the
town of Yorkville and to prevent the erection
of structures of any other material than that
prescribed.
BE IT ORDAINED, by the Intendant and
Wardens, the Town Council of Yorkville,
S. C., in Council assembled and by the authority
of the same:
Section 1. That the entire limits of the said
town shall be deemed a fire district except such
portion thereof as lies at least a half mile to the
East and at least a fourth of a mile to the West
of Congress Street.
Sec. 2. That no person shall erect a structure
other than of brick or stone upon any of the
lots fronting on said street, without a special
permit from the Town Council based upon a
resolution duly entered upon the Minutes;
and iu every other portion of the fire district
all structures shall, in the absence of a like
permit, be erected of good lumber, well seauonod,
upon brick or stone pillars, with chimneys
ana hearths made of the same material,
ana with tin or iron roofing.
Sec. 3. Any person who 'shall violate, or attempt
to violate any of the provisions of this
Ordinance, shall be fined in a sum not less than
twenty-five dollars or imprisoned not less than
fifteen days, for each offence.
Sec. 4 For each day that the structure shall be
permitted to stand after a conviotion under sections
2 and 3 above a new offence shall be deemed
committed for which the offending party
shall be amenable as under Section 3.
Done and ratified in Council assembled, and
under the corporate seal of the town of
[Seal.] Yorkville, S. C., this 9th day of August,
A. D., 1887.

AN ORDINANCE
Relating to Nuisances within the town of
Yorkville, and to the Police and Health of
said Town, and to compel the observance of
the same.
BE IT ORDAINED by the Intendant arid
Wardens, the Town Council of Yorkville,
in Council assembled and by the authority of
the same:
Section 1. That in all proceedings to abate or
remove a nuisance, the person having in charge
the matter or thing complained of shall be
made a party, and the further question shall at
the same time be tried whether the nuisance
has b&en knowingly kept, maintained or suffered
by the person in charge, and if found
guilty he shall be fined not exceeding fifty dollars,
or be imprisoned not exceeding thirty
days.
Sec. 2. That all persons occupying lots or
dwellings in said town, are required to keep
and maintain the same, and every part thereof,
in such condition as shall not be offensive to,
or conducive of the ill health of the public
generally, or of any of the citizens of the town.
Sec. 3. That for complaint made that section
2 above, has been violated, the person so reported
shall after due notice be tried, and upon conviction
thereof, shall be fined not exceeding the
sum of fifty dollars, or be imprisoned not exceeding
the term of thirty days for each offence.
Done in assembly of Council this 9th day of
