THE NEGRO AS A YOTER.
The editor of the Brockton, Mass., Eagle,
a Republican paper, has been spending some
time in Florida and writes to his paper thus:
"It might as well be added that the average
New Englander, if liying in Florida, would not
be governed by the blacks of that locality ; for
alone, in my opinion, they are no more capable
of acting as intelligent rulers than are the children
of a primary school in New England. And
I say this as a Radical Republican. The ballot,
as yet, in Florida has not, in my opinion, benefitted
the negro."
"Within the past few years there has been
a marked change of sentiment in the North
on the subject of negro suffrage, and if it
were left to the decision of that section there
is not the slightest doubt that negro suffrage
would be abolished altogether, or be
so restricted as to amount to practical abolition.
No set of men were ever more disappointed
in their calculations than the
Republican originators of the negro suffrage
scheme were.
They calculated upon it as a sure means of
^ bringing tne sourn over to Keeping in ner
Republican party, and for a brief period,
through the disfranchisement of white men
and the aid of Federal bayonets, it succeeded,
but in the end it failed, and instead of
being a means of crippling and holding the
v South in subjection it became the means of
strengthening her power. This is where
the shoe pincnes now, and this is why the
average Republican is no longer an enthusiast
upon the subject of negro suffrage.
It is for them, however, a fixed fact, and
the citizenship of the negro is about as well
established now as his emancipation. It
will remain su unpleasant reminiscence to
those who originally cried aloud for it. It
is no longer a .error to the "South, for the
negro of the fui ire, having lost interest in
- the Republican \ -:rty, will be found voting
with the white j eople of the South, and the
color line, as such, will cease to be an important
factor i i politics. There is brains
enough among tne white people of the
South to manage that question, with even
less trouble than they did in the past, when
they managed it successfully, notwitstanding
they had arrayed against them not only
the Republican party of the South, but the
Federal government, which for a time did
not refuse the aid of its bayonets to keep
the Republican party in the ascendancy.
But the intelligence and brain power of the
Southern white men prevailed over cun

AN ORDINANCE
Forbidding the running at large of unlicensed
dogs on the streets of Yorkville, S. C., and
providing for a license.
WHEREAS, it appears to the Town Council
necessary and proper, for security, welfare
and convenience, and for preserving health and
order within the town of Yorkville, that dogs
belonging to persons residing within the incorporate
limits ot said town shall not be allowed,
generally and promiscuously, to run at large on
the streets of the town ; therefore,
Be it Ordained, by the Town Council of Yorkville,
S. C., and by the authority of the same,
1. That it shall not be lawful for any unlicensed
dog to run at large on the streets of Yorkville,
South Carolina.
2. That the owners of dogs desirous of having
their dogs privileged to run at large on the
streets, may apply to the Treasurer of the Council
for a license in that behalf; and the Treasurer
shall, upon payment of two dollars and fifty
cents by the applicant for each dog, furnish to
ihe applicant a leather collar, with numbered tag
attached, for each dog, if the condition of each
dog be such as, in the judgment of the Treasurer,
will warrant its running at large on the streets ;
Provided, that the applicant may appeal from the
decision of the Treasurer, if adverse, to the
Council.

to capture any and every doe found running
at large on the streets of Yorkville, not having on
the collar and tag provided for by this Ordinance,
and to take such aog to the Treasurer; and it is
hereby made the duty of the Treasurer to see
that the owner (if the name of the owner can be
ascertained) have notice of the capture of such
dog, and to release the dog to the owner upon the
payment of one dollar; Provided, that if the owner
fail to secure the release of the dog, by payment
of the said sum within ten hours after notice,
the Treasurer shall instruct the Marshal
to sell the dog, and the Marshal shall be in duty
bound to observe and carry out such instructions,
first, posting notice of the sale 011 the Court
House door, at least ten hours in advance of the
sale, and offering the dog for sale on any day
(Sundays excepted) between the hours of 10 A.
M. and 11 A. M.
4. That the license herein provided for shall be
good for one year from the date of issuance, and
the Treasurer shall keep a register of the licenses
granted, wherein he shall record the date of issuance
of the license, the name, species and sex of
the dog, and the name of the owner; Provided,
that the license may be, at any time that the condition
of the dog "demands it, revoked by the
Council, upon re-payment to the owner of the
dog, of the proper pro rata of the license fee for
such part of the vear as shall not have elapsed?
such owner re-clelivering the collar and tag
furnished before being repaid.
5. That this Ordinance shall go into effect 011
the fifth day of June next.

the FIRST INSTALMENT of State and County
Taxes, for the fiscal year commencing November
1st, 1884:
Levy for State purposes, 5i mills on the $1.00.
Levy for Ordinary County purposes, 2i mills
on the $1.00.
Levy for Railroad purposes, 1 7-10th mills on
the 81.00.
Levy for School purposes, 2 mills on the $1.00.
Aggregating 11 7-10th mills on the dollar.
In addition to the above, a special levy for
arthrirti niii-nnqos of t.wn mills on the dollar, on all
property in School District Number 13, making a
total levy of 137-10 mills on all property in said
School District.
Also, one dollar on all taxable polls between
the ages of 21 and 60 years.
The above levies are due and payable in two
equal instalments, the first instalment from May
1st to June 1st, 1885. The second instalment from
October 1st to November 30th, 1885. Failure to
pay the first instalment in May, incurs a penalty
of five per cent, on said instalment. Both instalments
may be paid in May, if desired.
