SOUTH CAROLINA NEWS.
? The Laurensville Herald says there is a
young lady in that town who has been completely
paralyzed for over thirty days, and
has not spoken or taken any nourishment,
and still survives.
? At 4 o'clock last Friday afternoon a terrible
wind, lightning, rain and hail storm
passed over Columbia. The hail was large :
and fell in large quantity. The trees bent1
under the fury of the gale and limbs were
torn from many of them. It was the most!
furious storm that has prevailed in that;
section for a year, but its duration was brief, :
lasting only about twenty minutes.
? The town of Camden has voted in favor
of purchasing first mortgage bonds of the
Palmetto Railroad, which is proposed to be
built from Hamlet, on the Carolina Central
Road (between Charlotte and Wilmington)
via Cheraw, Camden and Columbia further
south to the amount of twenty thousand
rlnllaiv and the onnntv has voted in favor
of purchasing first mortgage bonds of the
same road to the amount of one hundred
thousand dollars.
? Richard Davis, colored, a dwarf in stature
as well as in mental and moral training,
was convicted of murder at the March term
court in Marion, but the jury recommended
him to mercy, with the expressed belief
that life imprisonment at hard labor would
satisfy the ends of justice. He was sentenced
to be hanged May 15, 1885, but the
Judge and State's attorney fully approved
of the recommendation of thejury, and the
Governor commuted the sentence to life
imprisonment at hard labor.
? At Lancaster last Saturday, Bartlette*F.
Sims, shot W. R. Roberts with a pistol, the
ball entering his stomach and inflicting a
severe, if not fatal wound. He was taken
to his brother's house in the suburbs of town.
Sims was immediately arrested and is now
in jail. There had been some misunderstanding
between the two at a trial justice's
court, and very soon after leaving the room
some words passed between them on the
street, when Sims drew his pistol and fired
at Roberts with the effect above stated.
Both parties live in the country.
? It will be remembered that some time
ago Mr. T. H. Wentzel, of Germany, came
to South Carolina and endeavored to purchase
185,000 acres of land in the north-west
corner of the State. Failing to accomplish
his mission in this State, he went across the
line into North Carolina, and about ten days
ago he purchased 60,000 acres of land in
Swain county, N. C., where he intends to
settle German colonies. This land is located
about 70 miles from Walhalla. Mr. Wentzel
has bought a home for himself in the
latter town.
The Riel Rebellion.?A dispatch of
Friday from Fort Qu'Apella, N. W. T.,
says: The Indians have left their reserves
at Touchwood and File Hills, but whether
through fear of the troops or preparatory
to a rising, is not known. The settlers in
their vicinity are very uneasy. Chief Fac/I

so far, and does not think there i9 any danger.
Others equally acquainted with Indian
ways have contrary ideas. The Quebec
Cavalry have left for the Touchwood hills.
It is understood that Governor Dewdney
proposes coming here to investigate matters.
The York Rangers, the Sirncoe Foresters
and the Winnepeg cavalry are still stationed
here. Extra precautions are maintained.
A hundred men are being kept under arms
all night.
Another dispatch of the same date from
Clark's Crossing says: A scout has just arrived
from Prince Albert, and reports all
well there. He heard the insurgents' loss
has been heavy, and that the Indians deserted
the half-breeds early in Friday's
fight. He says the half breeds have been
circulating a report that they had only
twenty or thirty men in the rifle pits, and
that Riel and his followers were further
back waiting to draw Middleton into ambush.
Also Eli, brother of Gabriel Dumont,
was killed in the fight.
MERE-MENTION.
James C. Hamilton and Bishop Ward,
prominent Mormons of Salt Lake Cjty, have
'been arrested on a charge of bigamy, and
last week Angus M. Cannon was found guilty
of the same crime. He will be sentenced
by Judge Lane next Saturday. Henry
O. Flipper, the colored cadet who made so
much troubleatAVest Point, now holds acoramission
in the Mexican army and gets along
very well with the "Greasers." It is believed
that Gen. Fitzhugh Lee and Gen.
Mahone will oppose each other for the Governorship
of Virginia. The recent Supreme
Court decision appears to have galvanized
Mahone into activity. Ray and Anderson,
the mica mine murderers, confined in
the Asheville, X. C., jail, made a daring attempt,
with other prisoners, to escape, on

guarded. George Mack, who
murdered Richard Parker, his employer, at
Great Bend, Kansas, on the 26th ultimo, was
arrested on Thursday, and while on the way
to jail he was taken from the sheriffs custody
and hanged by a mob.
Cleveland Will go Slow.?Mr. Randall
called upon the President on Thursday
for the purpose of directing his attention to
a decision in a recent Pennsylvania report,
in which the court held that a power to appoint
carried with it the right of removal,
regardless of any tenure-of-office acts. The
President listened attentively to the reading
but said very little. He made a very significant
remark, however, when Judge Joshua
Allen, of Illinois, called upon him afterward
to ask about changes in the federal
offices. Said the President, as he was afterward
reported:
"When I assumed the duties of this office
I resolved to go slow in making changes,
believing that if any mistakes were made
they would naturally result from hasty and
inconsiderate action. From certain recent
occurrences I am more than ever of the
opinion that my original determination was
right. In the future I intend to go even
slower than ever."
West Virginia's Capital Moved.?
Wheeling is no longer the capital of West
Virginia. The State archives, government
property and officers and their families left
on steamers last Saturday morning for
Charlestown, which under the provisions of
an act passed in 1879 by the legislature became
the permanent seat of government for
the State on and after the 2nd instant. This
is the second time that this city has ceased
to be the capital. It was made such when
the State was formed. At the close of the
war Charlestown became the capital. In
1875 Wheeling was made the capital again,
the city agreeing to furnish quarters free of
cost so long as the capital should be at
Wheeling. This building, a large and commodious
one, now becomes the city hall.
The new state house at Charlestown is not
yet complete, only a few of the executive
offices being ready for occupancy.

was committed in the county of York, on or
about the 25thday of April, A. D., 1885, upon the
body of Aaron Ilrvant by MAT REID, and that
the said MAT RElD has fied from justice:
Now, therefore, I HUGH S. THOMPSON,
Governor of the State of South Carolina, in order
that justice may be done and the majesty of
the law vindicated^ do hereby offer a reward of
One Hundred (8100) Dollars for the apprehension
and delivery to the Sheriff of York county of
the said MAT REID. Said MAT REID is a
coal-black Negro, with large red lips, and has
lost nil his unnor front teeth. He is 45 vears of
age, 5 feet 10 inches in height, and weighs 135
pounds. He is slightly lame in the right leg.
In testimony whereof, I have hereunto set my
hand and caused the great seal of the State to be
affixed, at Columbia, this fourth day of May, A.
D., 1885, and in the one hundred ana ninth year
of the Independence of the United States of

IN conformity to law, my books will be open
FROM THE 1st DAY OF MAY TO THE
1st DAY OF JUNE, 188.1, for the collection of
the FIRST INSTALMENT of State and County
Taxes, for the fiscal year commencing November
1st, 1884:
Levy for State purposes, 51 mills on the $1.00.
Levy for Ordinary County purposes, 2J mills
on the 31.00.
Levy for Railroad purposes, 1 7-10th mills on
the 81.00.
Levy for School purposes, 2 mills on the 81.00.
Aggregating 11 7-10th mills on the dollar.
In addition to the above, a special levy for
school purposes of two mills on the dollar, on all
property in School District Number 13, making a
total levy of 137-10 mills on all property in said
School District.
Also, one dollar on all taxable polls between
the ages of 21 and 60 years.
The above levies are due and payable in two
equal instalments, the first instalment from May
1st to June 1st, 1885. The second instalment from
October 1st to November 30th, 1885. Failure to
pay the first instalment in May, incurs a penalty
of five per cent, on said instalment. Both instalments
may be paid in May, if desired.
For the convenience of tax-payers, I will meet
them at the following places on the days named :
At Black's, on Wednesday and Thursday, the
6th and 7th days of May.
At Clark's Fork, on Friday, the 8th day of May.
At Hickory Grove, on Saturday, the9th day of
May.
At J. W. Carroll's Store, on Monday, the 11th
day of May.
At McConnellsville, on Tuesday, the 12th day
of May.
At Clay Hill, on Wednesday, the 13th day of
May.
At Bethel, on Thursday, the 14th day of May.
At Clover, on Friday, the 15th day of May.
At York vi lie, on Saturday, the 16 th day of May.
At Massey's Store, on Monday, the 18th day of
May.
At Fort Mill, on Tuesday and Wednesday, the
