Correspondence of the Yorkville Enquirer.
LETTER FROM BLACK'S STATION.
Black's Station, S. G\, May 30.?It has
been very dry here for five weeks. The first
planting of cotton, however, has grown a good
stand, but later planting is not so good. The
oat and wheat crops have been cut short, and
gardens are?omewhat injured. Corn is promising.
Considerable progress has been made in
our town of late, in the way of new buildings.
The sale of lots has been brisk, at good prices.
Eight dwellings and two store houses are now
under contract and will be completed at an
early day.
The Quarterly Conference of this district
met in the Methodist church at this place last
Saturday. The Presiding Elder, Rev. J. M.
Carlisle, preached on Sunday, and administered
the sacrament to a large number of
communicants.

will close on Thursday next. The school has
a large uuraber of students and is ably conducted
by its principal, Mr. H. Coykendall.
A vacation will be had until the 15th of July.
The Sheriff of York county was in town
m last Saturday., and took possession of certain
town property that is under suit for recovery.
Our town government has been in a muddle
ever since the last municipal election. There
were several votes challenged by the prohibitionists,
and after due consideration the managers
allowed the challenged parties to cast
their votes, the managers all having been
chosen from the prohibition side. At the
closing of the polls the votes were counted,
and the clerk read out the result, which gave
a majority to the prohibitionists for Intendant
aud one Warden, and three Wardens
from the license side. At the close of these
proceedings, a protest was read by one of the
anti license party. The matter went before
Judge Fraser, the presiding Judge at the
last term of the Circuit Court, and he instructed
the managers to declare the result
of the election according to law. The 13th
of April was set for a hearing, when the
managers took five votes from the three Wardens
of the license party, claiming a majority
of the votes cast?thus giving the anti-license
their place by one majority. As to which
of these individuals now serves the town officially,
it makes no difference; but whether the
votes were cast legally or illegally, the
questiou now is, can the managers, after allowing
a vote to be cast, withdraw that bal*
lot from the box, and thus undo the privilege
granted the voter, or sit twice in judgf

gerous, especially in elections where partisan
feeling is liable to exert its influence. If so,
let the Courts make such decision that we
may be enlightened as to their extraordinary
powers, and upon this decison will depend
who shall rightfully have possession of this !
property. Both sides are holding on and
claiming to be the legal authorities of the
town, and the license party intends to bring
that question directly before the Court.
' Mrs. James G. Baber accidentally fell
while walking along the street on last Saturday
eveniug, breaking a bone of one arm between
the elbow and wrist.
Mrs. John B. Moore, who lives near town,
gave birth on last Thursday to triplets. They
were healthy, fine-looking boys, but one of
the number died suddenly on yesterday.

to meet with the JENKINS RIFLES
at the COURT HOUSE, on FRIDAY EVENING,
3rd instant, at 8 o'clock. The object of this meeting
is to secure the co-operation of tire citizens in
placing the com pany, under a permanent organization
and otherwise ensuring its permanency
as an institution of the town. The meeting will
be addressed by prominent speakers. A full attendance
of the citizens is desired.

TOWN ORDINANCES.
AT a meeting of the Town Council of Yorkvilie,
held May 31, 1881, the Ordinance passed
March 12, 1878, was amended so as to read as fol
lows:
lie it Ordained: That hereafter any horses,
mules, asses, cattle, hogs, sheep, or goats, found
* at large upon thestreetsof said town, or upon the
premises of any citizen or resident of said town
other than the owner, shall be considered as "trespassing,"
and shall be taken up by, or may be
delivered to, any Town Marshal; and before their
release, the owner thereof shall pay a fine of $1.20
in the case of any horse, mule, ass or neat cattle,
and 60 cents in the case of any hog, sheep, or
goat?the fine to be a lien upon the stock so taken
up, and one-third thereof to go to the owner of
the "pound," one-third to the Town Marshal, and
one-third paid into the Treasury of the Town.
Tf the owner neglect or refuse to redeem his stock
within twenty-four (24) hours after notice, then
the animal or animals shall, after one day's pub.
lie notice, be sold to the highest bidder, to satisfy
the fine imposed and additional expenses incurred.
The balance, if any, to be paid over to
the owner of the stock.
This Ordinance is not to affect the right of any
citizen who may sue, under the provisions of the
? State law, for damages sustained by such trespassing
stock.
The following Ordinances were passed :
an ordinance for keeping thestreets clean.
lie it Ordained: That from and after Friday,
the 3rd day of June, 1881, it shall not he lawful
lor any citizen, resident, merchant, or shop-keeper
of said town, to pile boxes or barrels upon any
of the public streets of said town, or to deposit
thereupon any sweepings, rubbish or trash of any
kind, except in boxss for the purpose of being
removed?such removal to be had before 9 o'clock,
A. M., of each day. Any person or persons violating
any of the provisions of this Ordinance,
shall be lined fifty (53) cents for each and every
violation, one-half of which shall go to theTosvn
Marshal and the other half be paid into the Treasury
of the town.

lie it Ordained: That any person or persons
violating any of the provisions of the Act of the
General Assembly, adopted Dec. 24, 1880, to regulate
the sale of liquors, shall, in addition to the
penalties imposed by the said Act for selling
wines, spirituous or malt liquors, fruits prepared
with spirituous liquors, bitters, or other beverages
of which spirituous liquors form an ingredient,
without a license, or being a Druggist
without a prescription from a regular practicing
physician other than himself, be lined twenty
(20) dollars for etch and every violation, one-half
to go to the informer (whether he be the Town
Marshal or not) and the other half paid into the
treasury of the town.

is hereby ordained to be a nuisance, within the
purview of this Ordinance, and a violation subjecting
the party or parties to the penalty hereof.

next, and thereafter the Ordinance "for keeping
