M. f The electoral tribunal met on the 2nd, and s ? after adopting rales, took ap the Florida j case. Mr. Kasson, on the Republican side, delivered a long argument defending the action of h the Board of State Canvassers, and contend- ? ing that the Commission had no right to go t behind the returns. The Constitution and t laws, he said, had provided the mode of ma- j king the returns. History showed that Con- c gress should have very little to do with the a returns from the States. The rights of the 1 States had been zealously guarded, and but ? little was left for Congress to do. if the vote of Florida could be reversed, then the vote f of New York could be reversed.
