for $30,000, agreeing with the o wner that the
deed should be made for $120,000, drew the
money from the treasury, paid the owner and
pocketed the difference. In some cases land
was bought in which there were unsatisfied
mortgages, to its full value, and the money
drawn to pay the mortgages has disappeared.
It is alleged that a systematic process has been
carried on by oertain State officers of "sweating"
claims against the State?that is, refusing
and delaying payment until claimants,
wearied by the delay, would sell their claims
at a heavy discount to brokers, who divided
the profits with the officials. Doubtful claims
have been brought up and subsequently made
redeemable at par by legislative enactments.
The same persons also made a large sum by
purchasing the bills of the old State Bank for
almost nothing, and then getting an Act passed
funding then at oar. In other places this
transaction would be thought a legitimate
speculation, but the South Carolina planter is
I not of this opinion, and invariably characterizes
it as "a piece of d?d rascality."
I do not wish to give the impression that
all the State officers are bad men. There are
some eminent exceptions?men whose motives
are pore, and whose hands are clean of bribes;
but, as ^ rule, the officers are not of a class
that woold be trusted with official responsibility
in any Northern community outside of
New York City. They came to the surface
at a time whfcn it was only necessary for a
white man in l?outh Carolina to say he was a
Republican and wanted an office, to get one.
Such men were so scarce then that many were
obliged to hcpld two or three offices at once.
In the taxpayers' movement, which ha9
.brought abou4t the convention now sitting iti j
"tliis city, 1 do not believe the -white people
are actnated in great part by hostility to the |
Republican party.

The name of every yearly subscriber, who has
paid in advance, is placed in a box provided for
the purpose, and on each Wednesday morning*
after thoroughly mixing the names, one name is
drawn from the box, the name so drawn being entitled
to a prize of FIVE DOLLARS. As names
are added to the subscription list, throughout the
current year, they will be placed in the box, and
all will have an equal chance in each drawing.
When a person subscribes for more than one copy,
he will be entitled to the prise that may be drawn
in the name of the person to whom tho paper is
sent, unless he gives directions to the contrary.

A rumor has been in circulation for some time
past to the effect that Hamp Hicklin had cliarged
Silas Gillespie, Charlie Brian, Juno Moore, Julius

and Harvey Massey as having been connected
with the house-burnings which occurred in this
county in February last. At the request of the
above parties I have carefully interrogated Hamp
liicklin with regard to these reports and he utterly
denies the truth of them, and says that he
has not made any such charges and knows nothing
about the burning or the parties engaged in

year ending the 12th day of January, A. D. 1872,
and to impose a tax on the citizens thereof.

J. Yorkville now met and by the authority of
the same, That for the purpose of raising supplies \
for the Town of Yorkville, S. C. for the year end- ]
ing the 12th day of January, A. D. 1872, the fol- {
lowing taxes are imposed upon the citizens and .

the 10th day of June, 1871, to wit:
