In the Senate, Simmons ('Democrat) presented a
petition from sundry citizens of Yorkville. praying
that an order be issued for an election for Intended
and Wardens of,that town.. Referred to the
Committee oh Incorporations. Also the petitioi)
of the citizens of Rook Hill, praying an Aot of Incorporation
as a town. Similarly referred.
The petition of the Catawha Indians, praying
that provisions should be made for their removal
West, was referred to a Special Committee consisting
of Simms, (Democrat,) Rose and Hayne.
The Bill to authorise the Governor to negotiate
a loan of $125,000. &o., was taken np and passed,
the yeas and nays being called in compliance with
the provisions of the Constitution, and resulting
yeas 16 nays 5, the Democratic' Senators voting
solidly in the negative.
The Bill to provide fpr the accommodation of
the General Assembly, was taken up for its second
reading and passed. It authorize? the Governor
to have the College Chapel fitted up for the next
.session of the General Assembly, or, if he finds
k this impracticable, to do the best he cat).
I The Committee on Jtogroased Acts reported as
engrossed and ready ibr its third reading 'the Bill
to regulate the manner of keepiiw-and disbursing
funds by certain public officers. The Senate then

Tii the House, the Judiciary Committee reported
favorably on the- Senate Bill" to organize the Supreme
Court, proposing, however, certain amendments,
the principal of which contemplated an extra
term of the Court to be held on the third Monday
in August, at which the Senior Associate Jus.
tice should preside, and that no member of - the
* Court should draw compensation for his services
unless he was qualified by law to exercise the functions
of hib office.
The same Committee reported unfavorably on
the Bill to'amend an Act entitled "An Act to punish
assaults with concealed weapons." The report
was indefinitely postponed for the purp>Qse of taking
up the Bill at some subsequent Bum.
A joint resolution was adopted, instructing the
Speaker of the House and the President of the
Senate to extend an invitation to^ Major-General
George C. Meade, commanding this Military District
to visit the Legislature whenever it might suit
his conveniences so to do.
Jenlre presented the petition of twelve hundred
citizens of Charleston, praying that the Bill to provide
for the municipal election should be hastened
to its passage. Laid on the table.
The Committee on Privileges and Elections was
instracted to enquire into and report upon the expediency
of reducing the polling precincts in the
State, and were authorized to confer with the
Chairmen of the several delegations in reference to
the method of carrying this iaea into practice.
O'Connell offered a resolution proposing to suspend
the exercises of the South Carolina University
for one year, commencing January 1, 1869; and
to devote the funds which might accrue from this
economy to the repair of the building. Laid on

And pow for a simple statement An aged gentleman,
of great respectability, applied to me, under
legal advice, for proceedings against two of his ;
laborers, to compel thera to leave his plantation.
He charged that they had repeatedly broken their <
contracts and that he could stand it no longer. The (
particulars of the breach, he stated to be, a frc- !
quent abandonment of tneir work, against his ex- {
press orders, to attend drills and league meetings, ;
once or twice eveiy week during work hours. He i
asked my opinion about the matter, and I refused
to give it in advancfe of the trial. Ho applied to ,
me for the necessary notice, prescribed in the "Act
to amend the law in relation to tenancies" [13 ,
Stat. 416,1 "whose duty" it became to issue it. (
This Act has beea extended in its terms by Gener- :
al Canby, and thus specially approved of by him.
The notice was issued and served personally, July
15, 1S68. The negroes sent word back, "That
they would go to Columbia, to see about it." They
went, or sent, I presume, and have received coun.
tenance and support from the Governor of the
State, upon their ex parte statements.
Now, I conjecture that this case is the sole foundation
of the charge you prefer against the landlords
of Union District. I am satisfied that you
oould have heard of no other instance. An ejectment,
for the cause stated in your letter, could not
have taken place in this District, without something
being said about it, without its reaching my
ears. " j '

the 30th May last, MARGARET ELLEN, wife ,
jf Dr. J. N. Blankenship, aged 22 years, 9 months
and 14 days. Seldom has it been the mournful j
task of the writer to record the death of one more (
truly loved and deeply lamented. Iu very early life
she received the name "Pet," and was generally
called by that name as the favorite one in the family.

Sister Blankenship was no ordinary woman. .
To speak of all her amiable qualities in life would
be quite tedious. It is enough to say, she had no
superiors in the sphere in which she'acted, or cir- {
cle in which she moved. She sustained a high *
and exemplaiy character in all the relations of
life. All the liner feelings of our nature were permanently
developed in Her character. j

Presbyterian Church. From that time to the day
of her death, her life was a beautiful exemplilica- ?
tion of the religion she professed. i
Herremains were conveyed to Flint Hill Grave c
Yard, where flowing tears and saddened countenances
told with unerring eloquence, how they
loved her, and how deeply they felt the loss they
have sustained in her death. Thus passed away,
in early life, an all'ectionate wife ; a tender moth- <
er; a devoted daughter; a sincere friend and hum- *
ble Christian. May the Lord'raise up many a- i
moiig us who shall walk in her steps as she fol- 1
lowed Christ. Kind friends and mourning rela- ]
