Tne question is therefore settled, that i ^ notes given for Confederate Treasury Notes are \ p void, and cannot be collected or proven in Bank- < ruptcy in this State. 1 APPROPRIATIONS FOR THE YEAR 1868. , We oopy from the Charleston Nem, of the 21st [ instant, the following text of an order making ap- propriationa for the year commencing October 1, 1867, which will be shortly issued by Gen. Canby. Some verbal alterations may yet be made; but the substantial correctness of the order, as now printed, I { may be relied on: I ( It is hereby ordered that the following sums 1 shall be appropriated for the payment of the va- \ i riousoffioes and expenses of the State Government: ; I. Executive Department: For the salary of J a the Governor, $3,500; for the Private Secretary J of the Governor, $1,200; for the Messenger of the Governor, $100; for the Contingent Fund of the c Executive Department, $25,000, to be subject to \ the draft of the Governor, and to be accounted for | annually by him to the Legislature; for rent of the j Governor's house in Columbia, $300; for two f watchmen for the new State House and grounds, $960, to be drawn on draft of the State House Keeper; for the salary and services of the Secretary or State, in lieu of all charges against the State for signing commissions, $500. Treasury Department: For salary of t Treasurer of State, $3,200, including the salaries of one or more clerics; for salary of tne Comptroller-General, $2,500, including clerk's salary, said clerk to be appointed by, and removed at the pleasure of, the Treasurer and Comptroller-General re- spectively; to the Comptroller-General, $200, for making Out copies of tne tax returns in 1868, for j, publishing the tax and appropriation orders, if so much be necessary; $300, to be expended by the I Comptrollejr-General and accounted for to the Gen- 1 eral Assembly; for the contingent expenses of the ? The University of South Carolina : a For the salaries of eleven Professors, $11,000; for the librarian of the University, who shall be the ? Secretary of the Board of Trustees, $600, to be ? paid by the Treasurer of the State quarterly in ad- ? vance, his drafts being countersigned by the Chair- ? man of the Executive Committee of the Board of q Trustees; for salary of the Treasurer of the Univer- q sity, $400; for salary of the Bursar and Marshal, ? $400; and for repairs to the University buildings, F $2,000, if so much be necessary. VI. Ordinary Civil Expenses: For payment of contingent accounts of the State. $25,000; for dieting and transporting prisoners, $60,000, if so much be necessary; for support of free schools, " $25,000, provided, that the amount thus appropriated shall be distributed according to population, d and shall be applied to the benefit of all classes; b for the Lunatic Asylum, $19,718; provided, that i the sum of $6,000 shall be refundea to the Treasury of the State, when the arrearages due from the Commissioners of the Poor of the several Districts c shall be paid. VII. Ordinary Local Expenditures: For ii maintaining and keeping open the Roper Hospital, s in Charleston, $3,000, to be paid to the Medical 1 Society, in trust for the Roper Fund, to defray the * expenses of said hospital; for the salary of the phy- ^ sician of the jail at Charleston, commencing the 27th day of March, 1867, $500; for enforcing the b quarantine in South Carolina, $1,000: and for the & salary of the Port Physician of Charleston, inclu- lc ding boat hire, $800. e VIII. Public Buildings: For completing the a roof of the State House in prooess of ct istruction, k $2,000, if so much be necessary; for continuing the construction of the Penitentiary, for the pay of officers and guards, for subsisting guards and con- " victs, and for clothing convicts, $80,000, to be paid g on the drafts of the Governor, from time to time, s as the several sums may be needed. si X Extraordinary Expenditures: For the g rent and fixtures of a house foe the use of the Court ^ of Appeals, $300, the contract relating thereto to be approved by the Chief Justice, before the money is drawn on his order. ai XI. It shall be the duty of the Commissioners a; of Public Buildings in the several Districts, to fur- n nish the jailor or sheriff thereof with a sufficient ? number of blankets for the comfort of all prisoners, C( and also to pay for such attention and medicines as q may be required by the sick. The sheriffs and tl jailors of the several Districts in this State will ti promptly make requisitions upon the Commission- 1( ers for blankets, and, if the same are not furnished by the Commissioners within five days, the sheriff ? shall report the failure to these headquarters, giv- J ing the names of the persons who may be the Com- r missioners in his District. XII. The contingent accounts of clerks, sheriffs, ^ coroners, magistrates, constables, and other officers ? of this State, shall be forwarded to the Comptrol- c ler-General, who shall audit the same, and if found 2 conformable to law. he shall draw his warrant upon h the Treasurer for tne payment thereof. p XHI. The Act entitled "An Act to provide for * the issue of bills receivable in payment of indebt- y edness to the State, to the amount of $500,000," passed December 21, 1865, and the Act entitled An Act to provide for the redemption of bills receivable, issued by this State," passed September 20, 18G6, are hereby continued in force. k XIV. The Treasurer of the State of South Carolina is hereby authorized tojiay the appropriations herein made, and the salaries of public officers, * payable by law, out of funds applicable thereto, J which have fallen due since the first day of Octo- j. ber^ 1867, and which may hereafter fall due. 1 XV. No monies raised under the provisions of 1 this order, or the Acts herein mentioned, shall be I applied to the payment of principal or interest of * any debt contracted or incurred in support of the J late war against the United States. j j\ Serious Charge.?The Columbus Sun, of yes- | terday, charges, with an offer of competent proof p to sustain the allegation, that one Thomas Gilbert, S a Radical delegate to Pope's Convention, is the ? first man in the South who ever offered to assassi- q nate Abraham Lincoln. It says: S The facts are these: At a meeting of the citizens of Chattahoochee Countv, before Abraham Lin- C coin had taken the Presidentialchair? and previous c, to the secession of the State of Georgia, this hoaiy- ? headed ojd reprobate submitted to the said meet- ? ing a proposition in writing, offering to arm and g equip, at his own expense, one hundred men, to s proceed to Washington City and kill Abraham S Lincoln. He supported his proposition in a violent harangue, charging his more moderate and ? humane neighbors with a want of patriotism and c courage. These facts will be fully attested by some g of the most prominent and respected citizens of s the county of Chattahoochee. Cost of Reconstruction.-?It is said the cost )f the military establishment in Virginia to carry >ut the reconstruction acts of Congress, was, for :he last ton months, five millions of dollars?that a, at the rate of six millions a year. This is independent of other costs and of the Freedmen's Bureau. Taking all the expenditures together for Virginia, as the result of tne radical legislation of Congress, they would amount, probably, to over en millions. A proportionate sum has been spent, )f course, in all the other Southern States. The ?st of reconstruction in all, then, is little less han a hundred millions a year. What a prodigous sum wasted?literally thrown away I The South might have, been restored long since, and vithout tnis cost Restoration has been delayed, vith all the frightful consequences, socially, politisally and financially, for no other purpose than to seep the dominant party in power. An overburlened people are called upon to pay a hundred nillions a year, to establish negro rule in the South md to keep the radical republicans in power.? rhis is the naked fact, and ono which we believe he people will long remember.?N. The Trespass says it heartily concurs in he action of the Grand Lodge, and believes it to )e meet that any.organization professing respect or Christian civilization should refuse to counteiance any creed or religion in direct contravention if the laws of God, or the established laws of the ountry. Peppered the Sheriff.?A man in Columbus, Jeorgia, who has for some time been under heavy londs, went to the Sheriff after dark, stating that lis mother was unwilling longer to have her name emain on his bond. The sheriff went with him o her residence, when the writings were canoeled. le was accompanying him to a place of oonfinenent, not dreaming of an escape being attempted, md had gone two squares, when suddenly the irisoner threw a hantuul of cayenne pepper, lighty mixed with salt and powder, into his eyes and an. The mixture was enough to kill a fellow.? -'he pain was so intense that the officer had no ime to draw his pistol, or do anything save rub his ptics, which operation was continued some hours nthout much relief. The prisoner has not been een since. A New Movement in Sunday Schools.? "udge Ervin, of Georgia- in his charge to the Tand juries of the several counties in his district ecommended the appointment of a Sunday School Joard, domposed 01 leading citizens, who would anvass their counties, and, if possible, Establish a lunday School in every neighborhood. We quote Liverpool classiticaion: Low Middling 151, Middling 16 and Strict fiddling 161 cents per pound. Corn.?A few limited shipments of this grain ave reached here during the weekj amounting to ame 2,000 bushels. The demand is entirely for 1 ical consumption, and is restricted to sales gen- i rally in a retail way. Corn is selling in small : uantities at about $1.50 per bushel for now, and 1.65 to $1.70 for old, prime White, weight, bags lcluded. We quote Southern 1 uper at $12 to $12.50, Southern Extra at $13,50, and 1 outhern Family at $14 to $14.50 per barrel. Fair < applies of Northern and Western brands are ariving, and they are held at $11.50 per barrel for ' uper, and $12.50 per barrel for Extra. Baltimore ualitics may be quoted at $12 per barrel for Super nd $13 per barrel for Extra. Bacon.?The market is at present overstocked ad the demand almost nominal, &nd transactions ; re of a very limited character.
