We publish below in full, an interesting j
order of the Court of Errors, a9 announced |
from the bench on yesterday; also, an itu- j
portant order of the Court of Appeals, in
regard to extra courts on the Middle Circuit.

George Scharlock vs B. M. Rivers.
These causes were heard together. After
consideration of the argumeut, the Uourt is
of opinioD that so much of the Aots of the
Legislature of 1861 and 1865, as ioterdicts,
the service or execution ot any measure or
final process in any of the cooits of this State !
for the collection of monoy. is in conflict j
with the article of the Constitution of the
United States, which prohibits a State from ;
passing any law impairing the obligation of I
contracts, and that the said provisions are ,
consequently inopcrutivc and void
It is, thereupon, ordered and adjudged, [
that in the case first above stated, the order j
of the Circuit Court be reversed, and that j
the rule agaiust the Sheriff be made absolute;
and that, in the second case, the order
of the Circuit Judge, setting aside the
service of the writ, be rescinded.

At Lexington C. H., for the District of
Lexington, on the second Monday of July,
to cortinue in session for two days, if so
long be necessary.
At Camden, for the District of Kershaw,
on Thursday after the second Monday of
July, to continue in session "for three days,
if necessary.
At Sumter, for the District of Sumter, on
the third Monday of July next, to continue
in.session for two days, if necessary.
At Manning, for the Distriot of Clarendon,

The Senate to-day 'was principally engaged
in discussing the report on the bill
to prevent smuggling on the Northern frontier,
which provides for a rigid" system of
searoh and examination of all vessels plying
between the United States and foreign
ooantries.
The House adopted a resolution instructing
the Judiciary Committee to enquire
into the expediency of so altering the existing
law as to abrogate the tenure of office
at tbe pleasure of the appointing power,
and to make it subject only to the condi
tions of good behavior. j
Mr. Stevens introduced a resolution for
the appointment of a committee of three
members of tbe House to investigate the
Memphis riot. The resolution was passed
Mr. Chandler, of New York, offered a
resolution, endorsing the President for having
by his veto power, protected the people ,
of the country from the acts of wicked and ,
mischievious men.
The House refused to cntertaiu the roo <
lution.
Mr. Schenck then offered a resolution of 1
censure aeaiost Chandler for the insult of
fered to the House by the introduction of
his resolution, which, after a brief address
from Mr. Chandler in vindication of his

Washington, May 12.- -General Steed- i
man and Fullerton, Commissioners appoint- '
ed by the President to investigate the '
operations of the Freedmen's Bureau in.
the Southern States, have reported as to j1
Virginia and North Carolina. i,
The report gives credit to Brevet Brig. |
Gen. Brown, Assistant Commissioner of j
Virginia, and his subordinate officers, for j
the way affairs have been administered in : J
that State, but argues that, as the criminal j j
business of the Bureau has been for some ! i
weeks past turned over to the civil authori- !
ties, and as the civil business is about to ;
follow suit, the necesity for the continuance j
of the agency, except as a means of afford- j
ing relief to the aged and helpless, no j
longer exists, j.ne c-ommissiouers poiiu
out that these duties could be equally as
well performed by the officers couuiandiog
the military posts?thus avoiding the great
expense of the double organization. The
Bureau would be powerless without the:
military, but the military can do everything
now done by the Bureau.. They therefore
recommend that the Bureau be icithdraicn '
from Virginia, and the duty of distribut-|
ing rations and clothing be discharged in
future by the military.
With regard to North Carolina, Generals
Steedman and Fullerton condemn, in strong
terms, the farming operations of Assistant
Commissioner Whittlesey, and Superintendents
Seeley, James, Ac., and the cruelties
of F'tz at Newborn, particulars of which
have already been made public, and repeat ]
the recommendation so far as respect North
Carolina which they had previously made
with regard to Virginia, namely : that the i
officers of the Bureau should be withdrawn,
and their powers transferred to the military,'
The publication of this Report, and of
the facts by which it is accompanied, has
been a bombshell in the Radical camp.

the Post Office Department that orders ,
have been issued to discontinue the deliv- [
ery of mails, at au early day, at all offices !
in the State where there are no regularly i
appointed and com missioned postmasters. ?
This order will subject the press and the
business community to very serious embarrassment,
unless steps are promptly taken '
to procure the services, at each poet office, 1
of suoh persons as can take the requisite
oath as prescribed by Congress. I therefore
recommend that some person be selected
at each office who nan take the oath and
give bond. The petition rnuy be addressed
to me, at Columbia, or tJ B. B. Vassal, j
Esq., Special Agent of the Post Office Department,
at Columbia, where tbey will be
endorsed and promptly forwarded to the
Appointment Offioe at Washington.

lave been light. A few small lots have been sold at 18 to
M cents, in currency. We now quote extremes from 18 to

week ending on the 3d instant closed on a very unsettled
market, with irregular and depressed prices, the news from
Europe having been unqualifiedly bad for some time. On
Frid:\y, the 4th instant, the first day of the present week,

value of the staple became more settled, and with a fair

to be indifferent about buying, and the sales of the day wore
confined to about 100 bales at previous rates. On Tuesday

THE undersigned proposes to Issue at Sumtgr, S. C., on
or about the first of June, 1866, a weekly paper, to be en- *
titled
"THE SUMTER SEWS."
This Journal will be devoted to literature, morality and
general Intelligence, and the promulgation of the occurrences
of the day?political and general?which may be of
interest to the people.
No pal hi. or expense will be spared by the jhoprietor to
render his paper acceptable to all classes of readers. He
confidently refers to his long experience (of 32 years) in
the past as a journalist, to secure for him the patronage of
the people of his District.
He congratulates himself that be can select for the inauguration
of his enterprise no better occasslon than the
present. At the termination of a long and bloody struggle,
in which the principles of free government have 6een overridden
and the Constitution trampled underfoot?in which
all the angry passions of frail and erring human nature have
been excited and exercised?the Angel of Peace is now
about to unfold ber wings over all sections of our common
country, and once again to gather around ber the
goodness, the strength and Uie magnitude of the American
Union. At such a time as this, he can have no better
landmnrks by which, for the good of bis country, to direct
his course than the Union, the Constitution and the Presi
