by the 15th of January the Sooth Carolina
road wrill land yoa in Augusta. The Greon-,
vi)1e and Columbia Road is now working
from the lower termioos, and will probably,
by the first of January, exhibit bat a ten
mile gap between tne two termini.
Tbe officers of tbe C. k 8. C. Rail Road,
hare succeeded in moping their trains as
far ts Ridgewsy, fifteen miles below Wionsboro,
and twenty-two from Colombia. They
promise its completion to the latter point by

relieved the Hon. BENJAMIN F. PERRY from tbe further
discharge of his dufles as Provisional Governor of the
State, and has remitted the "care and condition or the
proper affairs of the State to the constitutional authorities

Thin intelligence Will be highly gratifying, as it is an
Important step iu thr early restoration of the people to the
enjoyment of all their civil rights. It la' the Ifkrblnger of
the re-cstabllshment of those friendly relations, In every
section of the Union, which has been so long alienated _
and estranged. T
In retiring from this position, Governor Perry carries with
him the thanks of tire people of South Carolina for the .
wisdom, zeal, fidelity and ability with which he discharged
the grave, delidate and Important duties of bU office.
in entering upon the duties of Constitutional Governor,
it Is proper that I should declare lire present status of the
State to the Executive Department of the Federal Govern- LI
mcnt, and to the military authorities acting under the in- Si
atructions of the President; so that the people, knowing,
may yield prompt obedience to all lawfh! authority. ?
The order suspending the writ of Habeas Corpus, issued
by the President has not been modified or revoked in this
State, and the military authority is, tberelbre, paramount .
in all such matters as they are Instructed to take jurisdiction
of, and as such will be respected by a|l orderly and
law-abiding people. '
The military elalm jurisdiction in all cases of disloyalty
to the Government and refractions sf its laws; to preserve J
order and discipline in and near their garrisons; to adjudge
and determine all controversies in which freedmen or
freedinen and whites arc engaged,,Including violations of
State laws by frcedntep; in nil cases of wrong or Injury done
to its officers and soldiers; and is an auxiliary in aiding
Treasury agents to recover United State? property, and the
Freedmeu's Bureau in su|>ervislng contracts of labor with
freedmen. Whenever a person, therefore, is arrested by
military authority on cither of the above grounds, they
have jurisdiction of the case, and ore instructed not to
obey any writ of Habeas Corpus for the release of such
persons. ... ^
I therefore advise and admonish the people of this Btite c,
not to allow themselves to be inveigled or seduced by had m,
or misguided men into collisions with the military authori- tj
ties. If the order of an officer is arbitrary, or the conduct |ri
of officer Or private Is illegal or oppressive, under proper t0
representations to the District Commanders or to the distinguished
Commander of the Department, adequate and
protopf re dress will be afforded and the wrong doer proper
In all controversies between citizen's, mlslug out of TT
wrongs or Injuries done to person or property, and In all ,,
violations of tlic penal code by citizens, the laws ore In
fall force, and the Courts-wUl be opened henceforth on
every circuit to administer law and punish crime. The _
vleioux, the lawless and the desperate will speedily be fr
overtaken by Justice and the majesty of die law re-established
and vindicated.
The colored people of this State, who have neither land
nor capital, ore earnestly admonished to make contracts at
once for labor, for the ncxtycar. They may be assnred that
the Govern men twill not give them lands, stock or agricuK- *
tural Implements, nor will any fbod hereafter be furnished
to those who afr able to work. Those who will not work
will very soori be immersed in vice, crime and disgrace.-*-.
If the colored people really desire to elevate their race and
make themselves respectable, it can only be attained by
sobriety, Industry, economy and honesty.
It is the duty of the citizen, as ills a wise policy, to treat
the freedman with kindness, humanity and justice, and aid
him to ameliorate and elfWate his condition. Under such
a policy, a majority of them will labqr pallently and faith- j"
fully, and the eye will begrceted everywhere wfth bloom- < *
Ing fields, fruitful harvest and well filled granaries.
