BY LAST BYEYIMTS MAIL THE BALTinORE CONVENTION. This Convention assembled on last Monday. Gen. Cashing opened with a review of the proceedings at Charleston; and thought he had no right to admit or to exclude seceders from seats in the convention. Mr. Howard, of Teun., moved that tickets be distributed to the delegates of the original Charleston Convention. Mr. Church, of N. Y., moved an amendment, referring credentials to a committee, which was lost by a vote?the N. Y. delegation voting against it. This is thought to indicate the strength of Douglass in the convention. At the evening session, Mr. Randall, of Penn., spoke in favor of re-admitting the seoedera. Mr. Richardson, of 111., opposed.1 Montgomery, of Penn., made a bot-Douglas speech. King,' of Missouri, said the seceders would never get back by his_Tote, but if admitted he would'treat them civilly. Barnwell Rbett, and others "like him, he said, has beeirdisanionists tyer te) in former days ; yet South Carolinians were the only consistent seceders, as they staid away from Baltimore. Hunter, of Missouri, Avery, of North Carolina, and-Atkins, of Tenn., spoke foY the seceders. The Douglasites are uncompromising, it seems ; and outside pressure is immense oh his side. The Columbia Guardian says that on applying for Tuesday's news to the Telegraph, it would not speak?the wire on the Southern line being down. Bank Officers.
