Mr. Stephens moved that the message he received

Messrs. Craige and Campbell withdrew their points,
the latter declaring that he still maintained his objec
tion.
Mr. Stephen's motion was agreed to by 33 majority.
The private Secretary -was then again announced,
with a message in writing, if it was the pleasure of
the House to receive it.
Mr. Craige?It is tho pleasure of the House.
The reading of tho messago was then ordered by
twenty-two majority.

THE SOUTHERN QUARTERLY REVIEW.
The proprietors of the Carolina Times have becomo
joint proprietors of the Southern Quarterly
Review. It will hereafter be published in this city,
under the imprint of E. H. Britton & Co., to whom
all communications should be addressed, and all payments
of subscription be made, as well of arrears,
as payments in advance.
It is with the greatest satisfaction the present proprietors
announce to the public, that they have secured
the services of the Rev. James H. Thornwell,
D. D., as Editor of the Southern Quarterly Review.
Dr. Thornwell's eminent qualifications for the labors
he has assumed?his great natural endowments, his
rare powers of analysis and reasoning, his habits of
profound rese&xh, his extensive and thorough acquirements,
h'3 discretion and good judgment?
need not theii- feeble commendations; they are known
and acknowledged of all men who are familiar with
his fame and his writings. By his co-operation,
and by the assistance of a corps of able contributors
?the ablest in the whole country?which will be
formed at the earliest practicable moment, they
confidently hope and believe they will bo able to
place the Southern Quartily Review in the very front
rank of periodical literature, as well in Europe as in
America?to make it tho cherished object of Southern
pride and affection, the repository of the great
thoughts of great minds, and the sound exponent of
southern sentiment ana soutnern views, mat we
may accomplish our objects and fulfil the just expectations
of the public, we crave the assistance ef every
friend of the South and Southern literature.
Owing to the extreme illness of Mr. C. Mortimer,
who has had the sole charge of the Review, the January
number has not been issued, and it will be further
delayed in consequence of the change of the
place of publication. The present proprietors will
endeavor to serve subscribers by the middle of March.
The April number will be published in the course of
that month. After that time each number will appear
at the appointed period. Dr. Thornwell's connection
with the Review will commence with the
April number. The terms of subscription will be
the 9ame as heretofore: $5 a year, in advance.

Cotton.?In consequence of the severity of the
weather, the transactions in cotton in this market
have been limited. Since the last report, two weeks
ago, prices declined from J to A cent; but the arrival
of the Arabia, reporting a considerable advance
in Liverpool, has enlivened the demand, and prices
now range from 7 to 8j?.
Flour.?The demand for this article continues
good, but since the Arabia's news prices have exhibited
a downward tendency. We quote in sacks
$3.25 ? $3. 75; for barrels from $7.50 ? $8.
Grain.?We have the same remark to make in ref
ii.. tk.

however, at the following rates: Wheat, $1.25 0
$1.50; Corn, 50 0 02}; Oats, 40; Peas, 60 @ 05
cents.
Groceries.?The supplies of Groceries in the market
are somewhat limited, and on several qualities
of Sugars especially we notice a slight advance.?
We make the following quotations; Sugar, New Orleans,
12}; Refined, 15; Coffee, Rio, 15 0 20?Java,
16 0 25; Molasses, India 62; Superfine New Orleans,
70 cents; Mackerel, $6 ^ half-barrel; Salt,
$2.60 sack; Cheese, 20 cents; Rice, $5 bushel.
Columbia Market.

Cotton.?When we closed our previous weekly report
of the cotton market it will no doubt be recollected
that the demand for the article was quiet but
steady, at prices ranging from 7j[09o extremes.?
In the early part of the week now under review, and
up to Thursday evening, there was no material
change either in the demand or in the ruling rates,
viz: 7 509c. On Friday, at eleven o'clock, the news
from Europe by the Arabia was received, reporting
the news to be authentic that the Czar had unconditionally
accepted the proposals of the allies for
peace, and also reporting as a consequence an advance
in cotton of *'*h sales for the week of
58,000 bales, of which speculators took 9,000 and
exporters 5,000 bales, leaving 44,000 of all dcscrip
tions to the trade, and also leaving a stock on hand
' of 370,000 bales, of which 200,000 are American.
These account when they were received gave a fresh
impulse to our market, and prices run up }0} on
former quotations. In the latter part of the day,
however, and also during Saturday, the market was
less excited, and the latter day it settled down at
about former quotations. The sales of the week
foot up some 975 bales, and we now quote: Infcror
808} ; ordinary 8}08|; middling 8108}; good
middling 8J08J ; fair 9c; and choice a shade higher.
Bacon.?The market is dull and drooping, and
consequently prices are looking down. We now
quote 11 }012 for hog round; sides 11 }012; and
hams 12013, according to quality.
Corn.?We have no material change to notice in
the price of this article, and we therefore continue
to quote 80085c "fl bushel.
Peas.?In the price of peas there has been no
quotable change, and consequently we continue to
quote 75080c bushel.
Oats.?There is a fair demand for oats at our former
quotations of 6O0G2}c ^ bushel.
Flour.?The flour market has been quiet but steady
throughout the whole of the week, and we therefore
continue to quote for common to good
brands; fine family flour $9 ^ bbl.
Fodder.?We have uo quotable change in the fod^
der market, and we therefore continue our former
B quotations of $1??$1} 100 lbs.

TnE FOURTH SESSION of this Institution, and
the second under the superintendence of its
present able and indefatigable Principal, JOHN B.
PAXKEY, will commence on TUESDAY, tho FIRST
DAY of JANUARY, 1850. Tho Scholastic year is
divided into two sessions, of five months each.?
There will be a Public Examination at the close of
each term. The experience of Mr. PANKEY, as a
Teacher, especially in preparing Students for College,
is too well known in the vicinity of his former teaching,
to need comment. To others who may feel a personal
interest, we can only say, having fully satisfied
ourselves that he possesses all the requisites of a
good, able and efficient teacher; and deeply impressed
with the ruinous effects of a frequent change of
teachers, we have secured his services for tho next
five years. Wo therefore, take pleasure in presenting
him to tho public, believing it will be the interest
of those who have to board, to send their sons
and wards here. Wo cannot refrain from adding,
that this will not be a Bchool suited to indolent Stu
dents, as good order and progress win De rigorously
required.
This Institution is situated in one of the healthiest
portions of the State, eight miles South-East of
Yorkvillc, in a retired part of the District, remote
from any temptations of dissipation &c.; in an intelligent
neighborhood, and one remarkable for the
good morals of its citizens.
As wo are determined to offer great inducements
to persons at a distance, boarding is put down, in
the best families, to the moderate price of Six Dollars
per month, including all expenses except lights.
Copveyance, free of charge, will be in readiness at
Rock Hill, on the 31st of December, and the 2nd
and 5th of January, 1850, to take Students to the
School.
While this School is not in the least sectarian,
Students will be catechised and instructed in the
Union Questions. Tuition as formerly, viz:
Primary English branches, $7 00
Higher branches of English, 10 00
Classics and Mathematics, per session, 15 00
