By this time a largo number of citizens had come up and succeeded in driving off the dogs. Christ and Vierfelder, seeing the guard coming up, started for their house, and succeeded in getting within and barricading themselves. While Chri ?, was making for his house he was met by Jones, who had recovered t somewhat from the effects of the blow, who stabbed him twice in the back. The guard had to break into the house to arrest them. The caso was brought up before the Mayor yesterday morning, who turned them ovoi to Magistrate Schroder for prosecution.? I The dogs wero poisoned, by the orders of the Mayor. ^ It is to be hoped that the law will be vindicated, and the guilty not go unpunished.?Charleston Mercury. S J VTHERX COMMERCIAL. CONVENTION. We extract the subjoined from the Richmond Whig in relation to the approaching Southern and South Western Commercial Convention: ^ ^ "The Southern and South Western Commercial I Convention, at their last session in Charleston, appointed a committee to determine upon the time and place of its next session. "That committee, by joint action with our own citizens and the Board of Trade, have called a meeting of the convention on the 80th of January next in Richmond. In pursuance of this arraugment, the following circular has been adopted by the Invitation Committee: "Richmond Dec. 15th, 1855?Dear Sir :-The committee appointed by the last Southern and Southwestern Commercial Canvention to select the place and fir tima Ct\v> .Via nort DDe.inn llftvinfP ftnnftnnCfid their acceptance of an invitation to meet in the city of Richmond on the 80th day of January next, the undersigned, on behalf of the Citizens and Board of Trade of Richmond, (aware of your interest in the subjects connected with this movement,) cordially invite your attendance and participation in the deliberations of the Convention. "Wo also request that you will take such early action as will insure the appointment of a full delegation from your city. HORACE L. KENT, JAMES LYONS, HENRY C. CABELL, JOSEPH B. ANDERSON, JAMES H. GRANT, DAVID J. BURR, Committee of Invitation. ^ "This circular has been sent to all the prominent & points and persons in the South and Southwestern p States, as far as the information of the Committee would enable them to extend the invitation. "We are requested to call upon the papers in these States and in our own State, to give the utmost publicity to this circular. All Cities, towns and connties in these Sates are requested to send delegations * relying upon a cordial reception, although, perchance, a special circular should not reach them." AN ACT To amend an Act entitled "An Act to incorporate the , Village of York, ratified the 19fA December, 1849. w Sec. And be it further enacted, That an Act entik tied "An Act to incorporate the village of York, ^^.ratified on the nineteenth day of December, in the rjkear of our Lord, one thousand eight hundred and ^ tfy-nine, be so amended that the Town Council of Yorkville be, and they are hereby, authorized to compound frith persons liable to patrol duty in said town for the payment of such an annual tax in lieu of the performance of such duty as said Town Council may by ordinance prescribe?the money so received to be applied to the purpose of supporting a night watch for said town; and all persons refusing or failing to pay such commutation shall be liable to ? patrol duty, and, for non-performance thereof, to I such fines and penalties as are now provided for by law. I Sec. That the Intcndant and Wardens of snid I town shall have power and authority to require all persons owning a lot or lots in said town fronting on I Congress Street, or Liberty Street, to make and keep | in repair side-walks in front of their lots, dwellings, r stores, offices or shops, of sufficient width, which ' width, as also the grade and height thereof, the said . Council has power to designate; and for default or refusal to make and keep in repair such side-walks, the Town Council may cause the same to be made or put in repair, and require the owner to pay the price of making or repairing: Provided, that such contract for making or repairing be always let to the lowest bidder. Sec. That the Intendantand Wardens of said town shall have power to regulate the price of licenses to be paid by persons representing within their corporate limits, for gain or reward, any plays or shows of what nature or kind soever; and in default of payment, to enforce collection in the same manner as Clerks of the Court are authorized to do against persons representing such plays or shows in the several Districts of this State. Sec. That the said Town Council of Yorkville shall have power to impose a tax upon the keepers of Ten-pin or other pin Alleys and Billiard Tables, and to grant or refuse licenses for the same, upon such terms and conditions and subject to such regulations as they may by ordinance establish. They shall also have power to impose a. tax within- thcix discretion on all sales made by itinerant auctioneers, | and to prescribe the mode and manner of collecting such tax: on all hacks, omnibuses, drays, carts, L wagons or other vehicles kept for hire, an annual L tax not exceeding ten dollars each, to be regulated ^ respectively by said Council. The said Town Council shall also have power to impose an annual tax, not exceeding fifty-cents, on each white male inhab Hani OI saiu WWii, uvcr iuc ui incuij-uuc jrcuioy awl hereafter 110 person shall be permitted to vote for Inten lant and Wardens who has not paid such tax as the Council may by ordinance prescribe. Sec. That the Town Council of Yorkville shall have power to prevent the violation of its ordinances by ordaining as to free white persons so offending, certain fines not exceeding eighty-five dollars for any one offence, and as to slaves and free persons of color any suitable punishment not extending to life or member. When any free white person shall be charged with an offence for which a fine of more than twenty dollars is ordained, the said charge shall be heard and determined in an action of debt, by summary process to be brought in the name of the said Town Council, for the recovery of said fine in the Court of Common Pleas; and if the said fine ordaiued be not more than twenty dollars, the said Town Council or a quorum thereof shall have power to hear and determine the said charge and render judgment thereon. In all cases of trials to be had before the said Council, as hereinbefore provided, the party charged shall be cited to trial by personal service upon him of a summons, under the hand of the Intendant or any one of the Wardens, wherein shall be expressed with certainty the offence chark ged, and the time and place of trial, which service shall be made at least five days before the day of trial. The said Town Council shall have power to prof cure and compel the attendance of witnesses by process similar to that which by law Magistrates may use in the trial of small and mean causes, and to enforce the judgments rendered by an execution in the nature of a fieri facias against the personal goods of the offender; and from any judgment so rendered by the said Town Council, an appeal to the Court oi Common Plea3 for York District may be taken by tlic defennant in the same manner and upon the same terms as are now provided in the case of judgments rendered by Magistrates in civil cases. The Marshall of ti e said town of York shall have power tc serve and execute all summonses and other process, mesne or nual, issued by the said Town Council by < virtue of this Act, and the same to return to the said Town Council; the Sheriff of the District shall have like power?the costs to be paid to the said Marshal or Sheriff to be fixed by said Town Council, and collected from defendants. * Sec. That slaves and free persons of color charged with offences against the Ordinances of the said town shall be tried by the said Town Council or o quorum thereof, and the judgments and sentences rendered and passed in such trials shall be executed l?v the Marshal of said town or the Sheriff of the District, and the modes of conducting such trials shall be prescribed by the said Town Council by ordinauces for that purpose. Sec. That the said Town Council of the town oi V York shall be, and is hereby, empowered to enforce V the payment of all taxes and assessments lawfully levied by the said Council against the property and persons of defaulters, to the same extent and in the same manner as is provided by law for the collection of the General State Tax. >, Sec. That the Intendant and Wardens of the * town of Yorkville be and they are hereby authorized aud directed to open a new street in said town, commencing on the Landsforcl road east of the IndeJ pendent Church, partly on the lands claimeel by J, Bolton Smith and partly on the lands belonging to the said Church, and extending the said street parallel j with Congress Street, thirty feet wide, until it intersects with the extension of Madison street hereinf* after provided for, and that the said street be called If and known as Independent Street, fJ Seo. That the said Intendant and Wardens be Innd they arc hereby authorized and directed to open out and extend Madison-street, parallel with Liberty-street, until it intersects with Independent-street, the new street herein before directed to be opened and extended, and that the width thereof be the same as that of Liberty-street at the point at which it intersects with Congress-street. > Sec. That this Act shall be deemed and taken tc ,bc a Public Act, and all Acts and parts of Acts inconsistent with or repugnant to the same be, and the same are hereby, repealed. HORRIBLE FANATICISM. P^f The following account of some of the horrible re '* suits of a new phase of Northern fanaticism, is taI ken from a Massachusetts paper. The parties have I * been arrested, and will be brought to justice:? I i__It seems scarcely credible, that in this age fanatV j icism should exist in the horrible form which is rcp; resented in another column. A sect of Milleritcs and Spiritualists, who profess to be guided by the j revelations of a woman, named Wakeman, who pre- ' tends to have been murdered thirty years ago, and > now return? to earth to give her spiritual experience : I and expound the bible, have cut the throat of one of , j their number, because he had "an evil spirit," which ; was exerting a terrible power over the prophetess. | j At a meeting of the sect, it was suggested that Mat' thews, the man with the "terrible power," should be killed, and what is still more strange, Matthews himself said that he was willing to die to quench the evil spirit. Almost all present agreed, that for the widow Wakeman's sake, he must be got out of the way?that ho must die ; and, about one o'clock the deed was committed, possibly with the consent of tho sufferer. Praying, aud other religious exercises, followed the tragedy, though not in a formal manner. These deluded beings doubtless killed Matthews, in order to keep him from enchanting the widow Wakeman, whose death they believed i would be followed by the destruction of tho world. Ularlitfs. We now quote 'from to 8{j for Ordinary to Good Middling. Flour.?The demand continues good at the following rates: For sacks, $3.50?$3.75; "for barrels, ' from $8 to $8.25. Grain.?The demand for all kinds of grain is buoyant at the following rates: Wheat $1.50; Peas 62J; Corn 60 i Oats 37J. Columbia Market. December 31. It will be recollected that at the date of our previous weekly report of the cotton market the demand was quiet but steady, at prices varying from ? 9c extremes. In reviewing the week just terminated, we have very few remarks to make, for as we have remarked in some of our daily reports the weather throughout the whole of the week has been very unfavorable for out-door business, and this taken in connection with the Christmas holidays, has eaused the receipts to be very light, and consequently unimportant; and although there has been no quotable change in prices, still in a great measure those found below must be considered nominal. On Saturday morning the advices from Liverpool by ! the Pacific to the 15th instant came to hand, reporting a brisk market at the opening of the previous week, hut towards the close the demand was quiet, at an advance of l-.6d, with sales for the week'of ' * ' ?* ? These accounts would most probably have given fresh life to the market had there been a supply of the article on sale, as it was, however, there was nothing to operate on, therefore the effect could not be known.? The sales of the week amount to only 125 bales, and wo continue our former quotations: of inferior 7 J? 8; ordinary 8J@S}-; middling 8J?8J ; good middling 8J@8J; aud fair 8|?9c. Corn.?This article is source, although not quotably higher. We quote prime at 70?75c ^ bushel. Oatt.?The supply of oats on sale is very light, consequently prices are firm. We still quote 50 @ 55c bushel. Flour.?The flour market has been quiet but steady throughout the whole of the week with, a moderate supply and a fair demand. We still quote $8j ?$8$ for common to good brands; fine family $9? $9| bbl. Dptcncal.
