The rep~ublican party is not, then, a
bilack man's party. It was not or
ganizoeolely, nor even mainly, in
hsinterest, it makes no pledges
to care for his welfare beyond that
of any or all other. IIaving intro
duced him, in aceordanco with. law
into the Ameori can body politio, it
gives him a common and e qual, but
no peculiar or special ca re. E~qual
rights and equal protection in theoir
enjoyment is its guaranty to all. To
this end it pledges its power.
