WINNS.BORO. Wednesday Morning, Jan. 94, 1872. Political Outlook In the State -A fev Suggestions. Profiting by past experience, it well behooves the honest, well-mean ing people of this State to decide at an early day upon the means that will most effectively put down the present corrupt Ring of thieves and robbers that infest the capital, and there per petrato frauds and outrages under the naiq of a Republican government that will remain forever a stain upon the civilization of this country. Delay is dangerous, and the issues at stake demand early notion. Plans for the future must he matured, and our banners fung to the breeze, be. fore our enemies realize our mode of warfare. In the next political contest in our State, the only issue will be between Honesty and Justice on the one side, and Fraud and Oppression on the other. Questions of suffrage have been settled by the highest law in the land. The rights of the colored race have been determined and defined by an arbitrament from which there is no appeal. No issue then in State politics can arise except as to the in tegrity and competenoy of those striv Ing after the rein. vf government. Old party lines have virtually disap peared, and we behold now divisions only between those who love the State and guard closely her Interests, and those who feel no devotion to their adopted mother, and are every day feasting on h., vita!l, persecuting her native so&A.., anud huwiliating her in the dust. Of the latter, the proof of their misdeeds, of their guilt of eam. nable acts and proceedings, is already established, and the world at large looks en in horror, and pronounees upon them a deserved condemnation. Now is the time for every honest mana in South Carolina, of every par ty and color, to comns forward and( prove his fealty to the commonwealth. Pirates are aboard the old ship of State, and unless driven from their position, will ere long souttle her, aind she will sink to rise no more. The character of the times demands imperatively an uprising of the good people, throughout the entire length and breadth of the State, to hurl from the high places they have disgraced, the miserable villains and vampires now sucking our very life-blood. Rise in your might, honest yeoman ry of the country, and come forward to the rescue of your State, and all you hold dear, from the hands of those who, unless soon chocked, will sink it and you to the lowest depths of misery, and, in their unbridled career, will precipitate you to a state of existence to which death would be preferable. We call, and we hope not in vain, upon all well-disposed and patriotic citizens, Democrats and Republicans, white and calored,to bu ry all past issues, and unite henefor ward in a common cause looking only to the preservation of our State from those who seek lheur ruin. The ques tion at stake is whether public thieves and sooundrels shall rule the State, or honest and upright men shape her destiny. Upon this broad platfrom we trust we will meet every honest man in South Carolina at our next election, and working togethor in a noble cause, sueceed in redeeming thie stricken Stat. from the clutches of the greedy voitures who now hold her so tightly in their grasp. M~ay God de fend the right. "Judge Tlsemnas Jefferson Mackey. The uaaoe that heads this notic Is famniliar to many of our readers. On Thursday, the General Assem. bly elevated him to a Judgeship, or, to ptat It correctly, degraded a Judge.. ship to his level, and In doing so, per petrated an outrage upon the people of this State that. in atrroity is soargely equalled by any AotloommitWd by the Republioan party since they haVe been In power. Tihe idea of foisting a miterable pettifogger and st'eot ruffian upon the people, in the honorable position of an administra tor of the law, strikes us at onoe as monstrous, and tends to lower the dignity that should surround- the ju dioiary of the country. Judge Rutland. It is a matter to be regretted by every good citizen in our co.umunity that our present Judge, U1. n. J. M. Rtutland, was not put in nomiintion by the Legislature and re. lt, d to the position of Circuit Jule. At the time lie atsuitied the juidi oial robe, pol;tical feeling wats run ning very high in the State, and even an honest lIepublican w!ts proscribcl by the Conservative elentvw. Judge Rutland's course, however oil tihe bench, has bhown the peoplo that his career has been consistent, and his administration as a Judge oharacter ized by a due regard fur the sacred rights of individu.ls, as well 'a the faithful subserviency of the endi of justice. His fairness niid iipartiality as evidenced throughout his c.tire Circuit have left a lasting impression upon the peoplo oornpo.sing it, and they will ever held in remembranoe his distinguished services.
