The ditty of every well.meaning citizen is now to encourage thein in carrying out all just. propose and jermitted menstires which the'y may adopt for the preservation of decency and good order. To this end we respectfully offer a suggestion for tie consideratiott of the members of Couricil in the outset of their duties. It is well known that two systems of law are now in power, the civil and the military- Now without a mutual un. darstanding between the executives of the two departments there must be great liability to frequent conflicts be t ween them. We therefore humbly submit if it would iot be well for the civil authoritios of the to-r. to confer ,with the Military Co .nander, with a view to determine how tar the jurisdic tion of each shall extend, and in what pairticilar casts each shall have entire sway ; and in doubt ful cases, which ad mit of suffieient delay, no cognizance will be taken until it shall be determined under whose authority the peculiar cir *cumst.ances of the case require that it should be managed.
