twice in every year.

of four years, by the voters of the Dis.
trict ; the duties of said court extending
to the hearing and determining all small,
and mean causes, and also all causes,
lately within the jurisdiction of tile court
of magistrates and Freeholders, not,
however, precluding the office of magias
