State of South Carolina, do proclaim' and
make known, that the termsof ths arrango
ment are as follows ; 'That m all eases
where freedmen or persons of color are con
earned, the Courts of the Provost Marshals
shall have exclusive cognisance to try and
auit.. them, for the pres nt and that all
other cases shall be heard and adjudicated
by the olvil courts, municlpal authorities and
civil oMiqers, under and according' to the
laws of South Carolina. That the'civil
coarts shall.be opened under the Provision.
