They are scared by the boll weevil now. The tenant is also afraid to take all feis rent in cot- • / top as formerly. He fears the boll weevil and is willing to give and take with fiis landlord. The merchant and bankers are more disposed to get a really good look at the repayment than when he was just how many acres would be plant ed in cofton.’ The farmer who is harrassed by the boll weevil on one side and the labor shortage on the other doesnt know which way to turn. We should recognize the. fact that Barnwell county can’t "be half pros perous and half in increasing poverty. If the bankers, merchants and land lords are to tide over the next few years of feacfJustirTent it wlll be soleTy we are In almost every industry finding today a tug Of war between organized labor and organized capi tal. **Xhere was a time when labor had to organize to protect itself from the rapacity of soulless corporations. -The time has now come when capi tal must .organize to protect itself from the radical tendencies that would Je&tL-or^anized labor. Every where we see labor using thej lever of organization ~t!d fbftre* shorter working’ hours ahd higher wages. The eniplojer class makes a mere bluff of holding out against labor and passes the extra expense on to the general public. The public al ways bears the_burden of both-Ahe emplayees’ higher wages and the em ployers’ continued-profit. Both, em ployer and employee have learned that the public doesn’t want to fight satbfied^o^knowT^!^* ri * htfi but is willing Vo bribe hptn parties to be let alone. • • because they tide over the customers of the banks ahd ,stores and the ten ants of the farms. - There never was a day when in business relations we could say “Every man for himself, and the devil tpke the hindmost.” The real wisdom in these days is the larger fact that prosperity must em brace all classes of our people or it will come to none. We sink or swim, live or die together. .What is really needed at this time is not so much the individual efforts of 5Op farmers working together. I The same would be true of the merch ants, bankers, landlords and tenants. If we are to hold our own we must see, that our prosperity is found iiy organization for mutual helpfulness. This is not the time for any one class , or individual to - believe that they hold a monopoly of wisdom. THE STATE HIGHWAY SYSTEM. In the issue of The State for Oc tober 26th., is a map of the state wide highway system as planned by the Highway Commission of South Carolina. This map should be of great interest to every believer in good roads for it shows at a glance what would be accomplished by a system of roads connecting every county seat in the state. It also helps to explain the bill for good roads recently "set before the people of the state by Gov. R. A. Cooper, on behalf of the Highway Commission the hill to he pushed before the .’Our legislative bodies, whether state or federal, have dearly loved the organized vote which could be sold and bought, to the man who would stand by class legislation. Every drastic law to restrain unlawful com bination has always exempted *the labor .organization from its penalties. With all of our vaunted patriotism/ arwf-Fmrrtlt of "Jtriy • ypceches 46ms too often true that* some men in congress have •Career more for their own re- election to congress than for the gen eral welfare of the public whigh elects them. It is to be ad mitted that the public has been asleep to its rights which have been trampled undeV the feet of both labor and capital. If however, these two rapacious outlaws continue to abuse the long-suffering public to the point where it is fully aroused, then the probabilities are that laws both wise and wholesomev will he laid up on both parties. Somewhere the •public wilL.wake up, then both capi tal and labor will experience some thing like the small boy when his father invited him to the woodshed for a season of repentance. as coming legislature. The proposed bill has already found those who. favor it and those opposing it. ‘ This- bill will he-hef^e-the people of Barnwell county through their representatives in the legislature. It is therefore the privilege of a county newspaper to give its readers the facts in the case as they arise. In passing it may be said that the pro posed system is to be financed by a special tax on motor vehicles and a general tax on all other property. In the first place it may be.under- — stood that the present system as planned doesn’t mean that every road in the county would be helped hy it. On the contrary the-proposed mile age in each county to he helped by the bill would be as short as possible to connect the county seats. In Barnwell county this system .enters the county at White Pond \on the Aiken and Williston road, ana^oes through Blackville where it connect^ with the Columbia and Barnwell road which passed on to - Allendale/ / Another proposed link follows the Savannah river from Augusta |o Al lendale. This road will enter Barn well county from Ellenton and leave it «t Allendale county line. It should be borne in mind that f under the pro- posed bill all revenue® arising from the taxes on automobiles and other property will be expended solely on these roads as outlined on the map. The other roads in Barnwell county must be cared for as at present.
